This is a Prior Information Notice (PIN) Only: Publication and Call for Competition will be conducted once Scope of Work is fully defined and approved. DFID is Considering all Routes to Market including the use of the CSSF Framework. The ‘Consolidating Democracy in Pakistan (CDIP)’ programme represents an expansion of HMG's cross-departmental support to institutionalising democracy in Pakistan. This programme will be implemented jointly by the Department for International Development (DFID) and the Foreign and Commonwealth Office (FCO) in Pakistan. A key element of the programme will be coordination with other development partners around an agreed results framework for their overall support to democratic processes, aligned closely with the Election Commission of Pakistan's (ECP) 2nd 5-year Strategic Plan 2014-2018, 1. The CDIP programme will focus on 4 core and inter-related areas: elections; parliament and parliamentarians; political parties; and democratic space. Specifically, the programme will provide technical assistance, firstly, to the Election Commission of Pakistan (ECP) to strengthen its capability to conduct elections; secondly, to key elected institutions — the Federal and Provincial parliaments — to enhance their functioning and oversight roles; thirdly, to political parties to strengthen their institutional capacity; and lastly to civil society to promote increased and broadened participation in and advocacy through strengthening the pro-democracy, pro-inclusion narrative in public discourse and political debates, leading to improved public confidence. There will be a cross-cutting emphasis on increasing 4 areas.
