Summary of the work Undertake a digital diagnostic of North East Lincolnshire Council's digital maturity (producing a written report of assessment criteria and findings) and create a roadmap for improvement Expected Contract Length 3 months Latest start date 01/10/2016 Budget Range £25,000 maximum including expenses Why the Work is Being Done We have developed a Digital Strategy for the Borough which was signed off by Cabinet in March. This strategy is building on the work already undertaken to transform customer access and implement channel shift on a range of front line services. However, we have much more to do to reach our ambition to be digital by default. The digital diagnostic is required to be completed by the end of October 2016 at the latest. If we are satisfied with the outcome of this work the supplier will have first option of the next phase of work. Problem to Be Solved A digital diagnostic to enable us to understand the scope and opportunities to become a digital council and borough – identifying the Council’s digital maturity and areas to focus on going forward to maximise digital transformation. Taking into account partners and shared service arrangements. Identify where we need to focus our resources to deliver digital transformation. To provide a digital borough that our citizens, businesses and investors expect and require to thrive and develop. The digital diagnostic must be undertaken against the backdrop of our Outcomes Framework borough wide strategy for Stronger Economies, Stronger Communities) and our partnership working. Who Are the Users The Leadership Team would like: - to understand the Council's digital maturity and organisational readiness - support in developing a digital roadmap. Work Already Done The Council has already made a start on digital transformation with a focus on transforming customer access and a number of channel shift activities Existing Team Two officers are currently leading the digital programme and will work with the successful supplier. Current Phase Not started Skills & Experience • Track record of working with Members and Leadership Teams on digital maturity/leadership • Understanding and experience of digital public sector services • Experience of undertaking a digital diagnostic in the public sector • Track record in developing a sustainable digital road map • Experience of using a variety of tools and techniques to engage with staff and members • Experience of identifying opportunities for digital transformation in traditional public sector services • Track record in innovation and creativity Work Location The work will take place in North East Lincolnshire. Working Arrangments The team will be expected to interact with officers and members to support the development of digital transformation and aid understanding of the journey the Council is on. The work may included face to face meetings on site at either the Grimsby or Cleethorpes offices. Expenses should be included in the contract price. Please could you indicate how far along the Council is with implementing the Digital Strategy. The Council started its digital journey in 2015 through the development, implementation and delivery of its Customer Access Strategy, 75-80% of which has been achieved. Mainly internally focussed to improve infrastructure to support our digital ambition including the development of the borough wide digital strategy. The main area of focus going forward is to build on the work achieved through the customer access strategy through embedding digital within the Council's commissioning programme. Governance around the digital programme is now established with agreed terms of reference. 2.
