Tender description

Business Stream is seeking to appoint supplier(s) to a framework agreement for the provision of Water and Wastewater Developer Services at sites across Scotland, England and Wales which also may include connection assistance services, water and drainage impact assessments and flow and pressure testing. There is no guarantee as to the volumes and/or value of works that may be available under this framework agreement. The Framework Agreement will be split into Lots as follows: — Lot 1 — Connections Assistance. — Lot 2 — Water Impact Assessment. — Lot 3 — Drainage Impact Assessment. — Lot 4 — Flow & Measure Testing. Description of Lots: Lot 1 — Connections Assistance. This is an added value service for our New Connections customers. Connections assistance requires completion of design drawings for water and wastewater network connections to WIRS standard. Completion of Scottish Water application forms on behalf of the end customer is also required. For some projects, this service may extend to the project management of construction works involved in laying pipework and obtaining the physical connection to the Scottish Water network. It is a requirement that the awarded provider(s) for this Lot 1 are accredited to WIRS standard. The spend in relation to this Lot 1 over the last 12 months was circa 194 000 GBP, however this spend is based on projects carried out in Scotland only and it is anticipated this value may increase as Business Stream develop this service in England and Wales over the contract duration. However this value of spend cannot be guaranteed. Lot 2 — Water Impact Assessment Completion of Water Impact Assessment projects using Infoworks modelling software to Scottish Water specification. The scope of these projects will typically require model build, field testing, analysis and calibration, scenario running and reporting. In some cases, an existing model may be provided by Scottish Water on which to run scenarios. It is a requirement that the awarded provider(s) for this Lot 2 have experience in the use of Infoworks modelling software. The spend in relation to this Lot 2 over the last 12 months was circa 71 000 GBP, however this spend is based on projects carried out in Scotland only and it is anticipated this value may increase as Business Stream develop this service in England and Wales over the contract duration. However this value of spend cannot be guaranteed. Lot 3 — Drainage Impact Assessment Completion of Drainage Impact Assessment projects using Infoworks modelling software to Scottish Water specification. These studies will generally be implemented based on existing Scottish Water models but an element of model building and field testing may be required where the coverage of existing models is incomplete or out of date. It is a requirement that the awarded provider(s) for this Lot 3 have experience in the use of Infoworks modelling software. The spend in relation to this Lot 3 over the last 12 months was circa 65 000 GBP, however this spend is based on projects carried out in Scotland only and it is anticipated this value may increase as Business Stream develop this service in England and Wales over the contract duration. However this value of spend cannot be guaranteed. Lot 4 — Flow & Pressure Testing Field and desk based study to assess impact of new developments on the network. These projects will require the contractor to complete all aspects of field testing, data analysis and reporting. The spend in relation to this Lot 4 over the last 12 months was circa 37 000 GBP, however this pend is based on projects carried out in Scotland only and it is anticipated this value may increase as Business Stream develop this service in England and Wales over the contract duration. However this value of spend cannot be guaranteed. Award may be by Lot and each Lot may be awarded to 1 or more providers. Providers may apply for 1 or more Lot(s) The contract duration will be for 3 years with the option to extend for a further 2 periods of 12 months at the sole discretion of Business Stream.
