Tender description

The Support to Live at Home service is for: twenty four hour home care provision for older and disabled people (including those funded by Health for ongoing long term health conditions); end of life care at home; dementia care; and reablement. The service is divided into five separate geographical areas which will be tendered as four separate contract opportunities. The Extra Care Housing schemes are for the provision of home care at four specific extra care housing schemes and these will also tendered as four separate contracts at different phases (see below). The work does not include: provision for people with a learning disability; provision for people with poor mental health; or provision for people funded by health and social care due to complex needs. Opportunity available Over the course of the recommissioning process, a Provider will be awarded no more than two (2) of the four Support to Live at Home contracts. This restriction does not apply to the Extra Care Housing schemes. Therefore the most any one provider could be awarded would be six contracts: two Support to Live at Home contracts and four Extra Care Housing schemes. One of the Support to Live at Home contracts and two of the Extra Care Housing Scheme contract were awarded in November 2015 as part of Phase 1. The Council has taken this approach as it feels that this is the best means of ensuring security of supply to its service users. If 1 provider won all of the contracts in North Somerset, there would be the risk to the Council and service users in the event of Provider failure. The number of Providers left in the market with the capabilities and capacity to support in the event of Provider failure would be greatly reduced, potentially to the point whereby they could not support the process of service transfer in any way. This would leave service users extremely vulnerable and be of damage to the Council's reputation. A second reason is that If 1 provider won all of the contracts, this would exclude up to 100 % of the local market and in doing so would lead to the Council failing in meeting their obligations under the care act to have in North Somerset a healthy social care market. Care Act Section 5 — A local authority must promote the efficient and effective operation of a market in services for meeting care and support needs with a view to ensuring that any person in its area wishing to access services in the market— (a)has a variety of providers to choose from who (taken together) provide a variety of services; Where in this does not necessarily need to apply to the Contract held by the local authority, there remains a cohort of people taking direct payments and funding services privately for who the Council has a duty of care for and for which seeing local providers exit the market would affect detrimentally. The Support to Live at Home contract will be a spot purchase contract. The geographical area in question for the delivery of home care comprises: Bleadon Hutton Uphill Weston Super Mare There are approximately 2 500 home care hours delivered in this area currently. Please note that this is the second of four tenders for domiciliary care in North Somerset. The Extra care scheme included in this tender is: Worle Scheme, Trenleigh Drive, Worle, BS22 6LT — 64 one and two bedroom apartments and Wellness Centre, approximately 600 hours of home care per week anticipated and the Wellness centre expected to provide at least 150 hours of day opportunities across the week. The Provider is required to accept and commence all new Packages from the Commencement Date of the Support to Live at Home Contract. All existing Packages will be transferred to the Provider on a phased basis from the Commencement Date. Due to the Extra Care Housing development being under construction the actual start date of the contract in unknown but estimated for October 2016. The successful Provider will be involved in the development process from Contract award to ensure they are kept informed of the progress and to ensure they are in a position to commence services on the Commencement Date as agreed between the Council and Provider.
