Tender description
The Office for Security and Counter-Terrorism (OSCT) in the Home Office, works to counter the threat from terrorism. Prevent is part of our counter-terrorist strategy, CONTEST . The aim of the Prevent Strategy is to stop people becoming terrorists or supporting terrorism. The strategy specifically: • responds to the ideological challenge of terrorism and the threat we face from those who promote it; • prevents people from being drawn into terrorism and ensures that they are given appropriate advice and support; and • works with sectors and institutions where there are risks of radicalisation which we need to address. Civil society groups and businesses support the Prevent Strategy by delivering locally-focused projects that reduce the risk of radicalisation. Some of these organisations would benefit from fundraising and business support in order to grow and increase their reach. The successful contractor will be expected to have existing staff with significant experience in fundraising that will be able to liaise directly with civil society groups the Home Office identifies as primarily in need of support. Experience of working in the not-for-profit sector would be particularly desirable. We expect to see an increase in external funding to the groups we currently fund, improved knowledge of profit-making business models, staffing structures and better project and programme management. Specifically civil society groups will require advice and support on: • Increasing access to unrestricted, private funds • Writing fundraising bids • Compiling short, medium and long-term overarching fundraising plans • Writing charity business plans • Completing internal audits • Recruitment of staff • Management structures Applicants should provide details of how they feel they could support civil society groups, be it via workshops, 1-2-1 consultations or the deployment of a member of their staff on a part time basis to a charity to provide direct support. All options must be fully costed so that Home Office can scale it up and down according to need. Applicants are expected to have existing staff with experience of fundraising and dealing with small and medium-sized charities. Preferably the charities will have specialised in working with vulnerable people. It is essential that applicants have experience of brand positioning and are able to support charities in positioning themselves to enable them to secure external funding.
