Summary of the work DVLA Information Technology Services (ITS) requires BA/Process Design personnel to deliver end to end process design support against the current ITS Organisational Changes. Individuals will be working to and managed by the existing DVLA Capability Leads/Process Owners. Expected Contract Length 6 months Latest start date 19th September 2016 Budget Range Maximum budget of £300,000.00. Maximum day rate of £750 appropriate to role. Why the Work is Being Done DVLA Information Technology Services is currently undergoing a series of organisational changes to enable it to better accept and deliver IS/IT services for the Agency and other internal services. Level 1 of the new Organisation structure has been defined. Level 2 is in progress and due to be finalised by mid-September. Requirement to drill down through the next levels down to Operational Instructions Problem to Be Solved Re-engineering of end to end business process design for the new ITS Organization. See Functional Model by following link - https://drive.google.com/open?id=0B9G9nVLumMafV2plY1daVjRSa28 Who Are the Users The outcome is to have fully implemented re-engineering of end to end business process design for the new ITS Organisation, hence this would affect all of ITS. Work Already Done Level 1 organizational structure is in place. Please refer to functional model (link provided in "Problem to be solved" section above). Existing Team The individuals will be working within an agile and multi-modal organisation. The ITS department consists of 7 Capability Areas: 1) Enterprise Architecture 2) IT Strategy and Planning 3) IT Service Creation 4) Application Support and Infrastructure 5) Service Transition and Operations 6) IT Controls 7) Cyber Security The individuals will be supported by the following roles: Programme Manager Process Owners (Capability Leads) The existing Governance/Programme Board formed of the Capability Leads and CTO is the sole decision making forum. Current Phase Discovery Skills & Experience • Significant experience of successful implementation of business process design in IT Organisations • Evidence of an existing catalogue of standardised processes that have been implemented successfully and which DVLA can leverage (ITIL, Delivery and IT Management e.g. MI/BI). • Significant experience of building the above in an agile multi-modal organisation • Experience of providing implementation plans and successfully delivering these plans to provide business process re-design in IT Organisations • Experienced Process Design personnel • Provide client-side Process Design personnel to support DVLA process owners • Have a track record of successful implementation of process design in IT Organisations delivering the functional model • Provision of an implementation plan that will then be delivered against the Functional model • Provision of reference sites against proven track records of delivering successful implementation of process design in IT Organisations • Have and be able to provide/evidence an existing catalogue of standardised processes that have been implemented successfully and which DVLA can leverage (ITIL, Delivery and IT Management e.g. MI/BI). • Have experience and evidence of building the above in an agile multi-modal organisation Work Location Driver and Vehicle Licensing Agency Longview Road Morriston Swansea SA35DD Working Arrangments The day rate communicated excludes VAT and excludes travel and expenses which is capped at the Buyer expense policy permitted maximum. The specialists will be expected to work for 8 hours per day, 5 days a week onsite during agreed business hours. Could you please clarify how many BA/Process Design personnel DVLA is looking for? We haven’t asked for a specific ‘number’ in our requirements as what we are looking for is an Outcome i.e. ‘’ Re-engineering of end to end business process design for the new ITS Organisation’’What we are anticipating is that interested Suppliers will provide a proposal on how they are going to deliver the above which could either be a fixed price or alternatively telling us we will need ‘X’ number of resources at ‘X’ day rate(s) within the £300K budget and six month timeline. 2. Is their an agreed sourcing strategy in place and if so are you now or in the future looking to operate a SIAM tower model? There is an agreed sourcing strategy in place. There is no intention to operate a SIAM tower model. 3. How engaged is the wider DVLA Business in the IT transformation? If the business is also transforming their business model is their opportunities to look at some of the supporting functions in the IT model and consider as a wider shared service. For example Finance Although there will inevitably be some links / interfaces to other areas of the agency, the focus must be on ITS with no extension of scope outside this area. 4. Do you have any specific modelling notation or tooling, or are you open to recommendations on notation and utilising our own tooling? Although DVLA does have notation and tooling it is looking for the supplier organisation to define the output and represent it in the most appropriate fashion. 5. Is it anticipated that the work will be carried our exclusively at DVLA premises or is there scope for working off-site on certain tasks? We would be prepared to consider working off-site on certain tasks, where there is agreement in advance of these tasks and appropriate security / confidentiality requirements can be evidenced. 6. Can you please confirm that the day rate excludes per diem expenses and these are chargeable separately? For the purpose of this requirement the maximum day rate that will be considered (£750) is exclusive of Travel and Subsistence (T&S). If you intend to submit a proposal any day rate/s should be quoted exclusive of T&S. 7. Can you please confirm if offshore resource could be utilised? No, the requirement is explicit in that they will need to be working on site 5 days a week as well as have Disclosure of Scotland (BPSS)
