Tender description

National Savings and Investments (NS&I) as Contracting Authority intends to put in place 2 separate agreements for the provision of data services, procured under separate Lots. Lot 1 for external data variables data services. Lot 2 to establish a framework agreement with a single supplier for the provision of data modelling services for NS&I's Business Insight team. This Lot is expected to involve the provision of data services that append selected consumer classifications or data variables to customer records held on a data warehouse for approximately 25 000 000 retail savings customers who invest with NS&I. This will help NS&I identify certain customer groups and understand their likely preferences and behaviours and may cover channel usage and preference, indications of life stage, levels of affluence and suitability for savings products as well as other possible variables. The classifications proposed by economic operators at the tendering stage will be assessed in terms of their ability to support profiling of customers for retail savings and investments products and transaction and research channel preference and analysis and marketing campaign targeting and evaluation. This Lot is expected to cover the establishment of a framework agreement with a single supplier for the provision of data modelling services for NS&I's Business Insight team. To aid campaign selections, NS&I has developed a suite of propensity and look-alike models that can be deployed. To ensure that NS&I's Business Insight team can support the business of NS&I as required, there is occasional need for external support. This is expected to include advising on the use of the most suitable technique in work that requires detailed analysis and profiling or delivering an analytical project from start to finish, which may involve building a model or segmentation.
