Portsmouth City Council, ‘the Authority’, is inviting tenders from suitably qualified suppliers to deliver cleaning of refuse chutes and containers. The initial Contract period will be for 3 years with possibility of extending the term by a further 2 years to a maximum total term of 5 years in increments to be agreed, subject to the agreement and performance of both parties. Background Information The Authority owns and maintains a stock of 15 000 dwellings contained in 772 properties in seven geographic areas in and around Portsmouth and wishes to procure a service that will deliver cleaning works to the refuse containers and refuse chutes within these properties. The service will cover the works to clean approx. 200 refuse chutes contained in 121 residential properties ranging in height from 2 to 23 floors, there are approx. 570 floors in total. The service will cover works to clean approx. 1 500 refuse containers within our residential properties. The contract may also be utilised by Gosport Borough Council for the provision of related services. Contract Value and Term The Authority is targeting to have awarded the contract by 21.11.2016 with a subsequent commencement date of 2.1.2017. The estimated value of the contract is 60 000 GBP per annum. Should the contract be utilised by Gosport Borough Council the estimated value per annum may increase to approx. 80 000 GBP per annum. Scope of Services Services will include, but may not be limited to: — Cleaning refuse chutes; — Cleaning refuse containers. The Supplier should have a proven track record of: — Experience of undertaking contracts similar in terms of size and scope to this contract; — Excellent customer care; — Ability to work in residential properties; — Thorough knowledge of health and safety and its application; — Experience providing the service specified; — Knowledge of Water Industry Act 1991, Section 111, Part 1; — Knowledge of Water Resources Act 1991. Part IIIII of this legislation relates to ‘Control of Pollution of Water Resources’ Section 85. Contractual Arrangements The form of contract used will be NEC3 Term Service Contract 2013.
