Caerphilly County Borough Council (‘the Council’) invites tender submissions for the Provision of an end-to-end Lone Worker Solution (‘the Solution’) to British Standard BS8484 (or equivalent). The Council's full requirements are detailed within the associated procurement documentation. It is important to note that although an estimated total value has been stated in this contract notice the Council is unable to commit to a specific spend for this call-off arrangement and there is no guarantee or commitment of value or volume given by the Council. However depending on the outcome of this procurement process there is an immediate requirement to implement a Solution for those employees as identified by the Council working within the Council's Welsh Housing Quality Standards (WHQS) Programme. Caerphilly County Borough Council (‘the Council’) invites tender submissions for the Provision of an end-to-end Lone Worker Solution (‘the Solution’) to British Standard BS8484 (or equivalent). The Council's full requirements are detailed within the associated procurement documentation. In summary the scope of the Council's requirements in order to implement a ‘Corporate’ Solution is predicated on a set of core principles and services, which are (but not limited to): Enhancing the safety of Council employees operating in lone working situations, such as (but not limited to); Work alone with the public in potentially vulnerable situations e.g. tradesmen, social workers, housing staff, rent collectors, etc; By the very nature of their role will work alone on Council premises or other buildings / land, e.g. facilities, DLO, cleaning, etc; The provision of an Alarm Receiving Centre (ARC) operating 24/7 and every day of the year. Supply a range of Lone Working devices according to employees needs. The solution must allow for the use of different hardware and software devices with different levels of functionality according to the varying needs, e.g. ‘The ability for the device to discreetly activate an alarm when faced with a potentially violent, intimidating situation or a situation where they feel at risk’. Use an appropriate mobile carrier service to facilitate the carriage of data/calls for the different devices available. It is the Council's intention to take advantage and utilise the use of Roaming SIMS wherever possible to ensure the safety of Council employees is paramount. The organisation must state its preferred network carrier to meet the needs of the Council. For information purposes only the current mobile phone contract for the Council is with O2. Throughout the period of the arrangement the successful organisation is obliged to review performance of devices and applications. This will ensure the successful organisation will keep up with the latest technological advances complete regular reviews of appropriate devices and applications available in the market to ensure that the best solution is provided to the Council and their employees. The Council wishes to enter into an arrangement with an organisation that will also be capable of providing emerging and innovative services linked to the subject matter of the arrangement. It is important to note that although an estimated total value has been stated in this contract notice the Council is unable to commit to a specific spend for this call-off arrangement and there is no guarantee or commitment of value or volume given by the Council. However depending on the outcome of this procurement process there is an immediate requirement to implement a Solution for those employees as identified by the Council working within the Council's Welsh Housing Quality Standards (WHQS) Programme. It is the Council's intention to award a five (5) year call-off arrangement commencing in January 2017 to a single organisation, which will include an option to extend for up to an additional three (3) years. It is important to note the Council reserves the right to exercise the option to extend on a periodic basis, e.g. either at twelve (12) or six (6) monthly intervals; however this will not exceed the full three (3) year extension option.
