Flintshire county council are looking to undertake pre-market dialogue with potential providers of a new financial system to support its alternative delivery models in library's and leisure and facilities management services. We are seeking to review its approach and delivery of its services and are developing a number of Alternative Delivery Models (ADMs). As part of this process we are seeking to explore market interest and systems which could deliver a standalone financial capability to 2 of our current ADMs: Libraries and Leisure-Facilities Management Services. The Council is seeking to understand what financial systems are available in the market to enable these ADMs to deliver a wide range of financial functions to the services they run and relatively independently of the existing financial system (Masterpiece) accepting of course the need to provide necessary interfaces/feeds as required. We wish to understand what financial systems are available in the market. It will need to integrate/interface with corporate systems e.g. HR/Payroll,Social Care, Procurement. These systems will either be on premise or cloud based. Include an explanation of how you propose the secure transfer of data between systems. Requirements include: Import from Gladstone or Tableau (Ace for Gladstone) via a CSV file — Web Pay — need to talk to Gladstone. — Voucher Payments -Pay pal -Asset register functionality — Bank reconciliation function — Cash Flow reporting — P2P — used for AP and Order processing. — Monitoring committed costs against budget. — Information from ledger to excel-ecommerce-VAT reports-Web Based System-Remote access by financial and non-financial staff-24 hr system support. — Record transactions by GL code, department and cost centre separately-PO system-Payroll and HR add on.
