Tender description

Hertfordshire County Council is looking to increase the quantity of items which have been brought to Household Waste Recycling Centres (HWRCs) that are diverted from the waste stream and sold for reuse. Currently, across the network of seventeen (17) HWRCs, there is one purpose built Reuse Shop and a further fourteen (14) smaller Pop-Up Shops which form the reuse provision. Since the roll out of the Pop-Up Shops in April 2015 there has been significant interest from site visitors despite a low key approach to shop design, pricing and promotions to attract customers. Due to some sites experiencing queueing since opening hours were reduced in October 2014, the Council feels it would not be appropriate to advertise these widespread Pop-Up Shops which could result in additional visits to sites and thus add to queueing. The Council instead aims to focus on the creation and expansion of larger, purpose-built Reuse Shops, which should see an increase in visits, only at the sites that have the capacity. This market engagement activity is to gage the level of interest in this reuse project and to identify how the retail element might work in practice, as well as projecting the quantity of material which may be diverted from disposal/recycling and potential income achievable for each party involved in the project. Please view the ‘Project Information Document’ together with Appendices B and C to read the full project background, aims and other relevant information to assist you in responding to the Supplier Questionnaire in Appendix A. This market engagement exercise is to provide indicative information which will assist the Council to better understand the market place and feed into any subsequent business case for the capital funding required to build Reuse Shop(s). The Council will not hold organisations responding to the Supplier Questionnaire to the prices or any other information provided in any future contract for the provision of retail services.
