Summary of the work ONS Digital is continuing to improve its public facing digital products following the launch of the new website earlier this year. This role will work alongside the existing team to work on an ambitious roadmap to improve data discovery features for our users. Specialist role Developer Expected Contract Length 6 months Latest start date 12/09/2016 Maximum Day Rate 600 Early Market Engagement n/a Who Speclialist Work With A multi-disciplinary agile team including UX designer, user researcher, front-end developer, back-end developer, content designer, web ops, tech arch, delivery manager and service manager What Specialists Work On The Developer will work with the team to refactor and streamline our back-end applications to meet 12-factor app principles, making use of message-based event driven processes and introducing a database so our service can scale horizontally. Skills & Experience • Significant experience with at least one programming language commonly used for back-end web development - ideally Java. • Experience of storing and handling significant data sets • Knowledge of the latest secure coding practices (e.g. OWASP). • Experience with multiple web development frameworks. • Experience working with relational or non-relational databases. • Experience working in an agile team using BDD and TDD. • Experience of complex projects enabling the candidate to input and lead on design decisions. • Experience of working as a developer within an agile team. e.g. Using Scrum, Kanban or similar methodologies. • Experience of designing and maintaining public HTTP APIs, particularly using JSON. Work Location Newport, South Wales Working Arrangments Work will be on-site in Newport (Mon-Fri) - there is the potential for work from home days by agreement with Service Manager, Security Clearance Disclosure Scotland security vetting. ONS will shortlist the suppliers who:•can start work when needed•can work within budget •meet all the essential skills and experienceShould more than 5 meet this criteria, suppliers will be required to provide evidence to support this within a specified time frame.Feedback will be provided on request 2. Who should we contact for feedback? The pu.projects@ons.gsi.gov.uk mailbox indicating the PU reference and role descriptor you wish to gain feedback for. 3. By what date do you aim to shortlist, or in the event of more than five suppliers meeting short list criteria, by what date do you aim to contact suppliers for more information? There are a number of roles out simultaneously so shortlisting will be done asap following 10th August but it is not possible to give a definite timescale due to the fact it is not possible to know how many responses will be received for each of the requirements. As soon as the tender closes and if there are more than 5 responses, ONS will ask for further information almost immediately noting the latest start date of 12th September for the individual.
