Patient and Clinically Reported Outcomes Measurement System

In order to know that the Health Board are succeeding in achieving their goals the Health Board will systematically measure outcomes that matter to patients. As outcome measurement ensures that ‘we know HOW we are doing’, driving innovation to assist the UHB in measuring the impact of novel interventions and approaches. Measuring outcomes can also provide assurance around patient safety. The UHB plans to measure cost and outcomes across the whole cycle of care so that it can assess the true value of the interventions made, this will allow the HB to decide which parts of the system to expand and which to cut (based on low or high value), ensuring delivery of the highest quality healthcare at the lowest possible cost, addressing endemic problems of over-investigation and over treatment. To do this the Health Board is seeking to procure a Patient and Clinically Reported Outcomes Measurement System. The solution will be on capturing outcomes around a standard set of questions such as those provided by International Consortium Healthcare Outcome Measurement. This will be made available to patient following clinical treatment as a measure of the outcomes they experienced.
