Tender description

The contract we are tendering is to provide an outreach service for rough sleepers, with a view to minimizing the number of people who sleep on the streets of Ealing Borough. Ealing is a diverse west London borough, with pockets of deprivation and a high number of rough sleepers, relative to its size and location. It has the 7th highest rough sleeping issue of all London Boroughs and about two-thirds of our rough sleepers are non-UK citizens who are not able to access public funds. We are looking for a provider who can demonstrate a clear ability to find solutions which move rough sleepers off the streets. This contract will include seeking accommodation and reconnection outcomes but will also involve joint working with enforcement agencies, where other solutions are not possible. We are seeking an outcome-driven provider who can cover a large geographical area and respond to referrals, as well as gathering their own intelligence. The ability to create partnerships to resolve rough sleeping will be essential. Credit will be given to organization’s who can add value to the contract from their own expertise or links’.
