Tender description
The City of London (the ‘Lead Authority’) is acting on behalf of itself and the other contracting authorities listed in this notice (see in particular Section II.2.4)) in order to procure a pan-London customer facing sexual health portal and associated sexual health services. The intention is to award 1 contract, under which the services will be provided to the Lead Authority and the other contracting authorities. The aim of the service is to provide an online user interface which is accessible 24/7, that ensures service users access the most appropriate service for their reported sexual health needs. The draft specification for the services is included in the Procurement Documents. The City of London (the ‘Lead Authority’) is procuring the contract on behalf of itself and the following 21 London Boroughs: Barnet, Brent, Camden, Ealing, Enfield, Hackney, Hammersmith and Fulham, Haringey, Harrow, Havering, Islington, Kensington and Chelsea, Kingston, Merton, Newham, Redbridge, Richmond, Tower Hamlets, Waltham Forest, Wandsworth and Westminster (the ‘Related Authorities’). The Lead Authority has entered into a memorandum of understanding with the Related Authorities which will govern the conduct of the procurement. However, it is envisaged that any 1 of the following additional contracting authorities may also receive the services under the contract during the term of the contract: the following 9 London Boroughs: Barking and Dagenham, Bexley, Bromley, Croydon, Hounslow, Lambeth, Lewisham, Southwark and Sutton (the ‘Named Authorities’). The procurement shall be conducted using the Competitive Procedure with Negotiation in accordance with the Public Contracts Regulations 2015. The Lead Authority is procuring 1 contract for the provision of the services. Any contracting authority wishing to receive the benefit of the Services under the Contract will be required to enter into an Inter-Authority Agreement with the Lead Authority. It is expected that at contract award the City of London shall receive the benefit of the services, with a gradual take up by the other Related Authorities. Further information on the expected take up by the other Related Authorities is provided in the Procurement Documents. The Lead Authority wishes to procure the following minimum modules/services: — Front of House Portal; — On-Line Sign-posting Service; — Online Ordering of Self-Testing Kits; — Appointment Booking System where follow-up appointment in a clinic environment is required; — Pathology; — Results Management; — Issue of Offline Self-Testing Kits; — Gonorrhoea and Chlamydia Test only (T2); and — Chlamydia Prescribing (including Partner Notification for Chlamydia only). The Lead Authority requires the service user to have a seamless journey through the Portal i.e. the ‘look and feel’ of each module/service should be the same. The Lead Authority anticipates a phased mobilisation of the services, with an expectation that the Portal will ‘Go-Live’ on 1.4.2017. The Lead Authority may introduce optional services during the term of the contract. These optional services include: — Pan London Partner Notification; — Pan London Single Patient Identifier; and — Pan London Online Booking System. Bidders will be required to provide solution and cost proposals for these optional services during the procurement procedure. However it is envisaged that these optional services will not be commissioned from the commencement of the contract, but may be introduced during the term of the contract. Further details on these optional services are set out in the Procurement Documents. Further details on optional services are included at section VI.3) (Additional Information) of this notice. The value of the contract being procured is estimated to be between 107 000 000 GBP and 142 000 000 GBP for the Lead Authority and Related Authorities and an additional 5 000 000 GBP to 7 000 000 GBP (based on averages) for every other contracting authority who may receive services under the contract. The Contract could therefore reach a value of approximately 204 000 000 GBP, depending on the number of contracting authorities who wish to receive services under the contract. These estimated contract values are inclusive of both the core services and optional services estimated costs.
