Tender description
Why the Work is Being Done DAERA NI have a number of small term (<1 month) to medium term (1 month to 3 months) and a larger digital services online project extending beyond (9 months) with possible integration with the NI Direct digital platforms and suppliers. These projects are required to take account of necessary changes to legacy systems, introduction of new business processes, data analysis and data mining as well as migration of services online. Details of timeframes will be agreed with each project. Problem to Be Solved The challenges that the business need to meet are upgrading legacy Access and .Net based systems to incorporate new business processes. There is also a requirement to migrate paper form requests for services to digital online services to provide better digital movement of applications and integration to existing business systems and work flows, data analysis and data mining. Who Are the Users requirements are specific to each project a sample list of these are :- Industrial Pollution system redevelopment - Medium Planning Consultations System Phase II - Small Waste Management Licensing redevelopment - Medium Hazardous Waste Management System review and development - Medium Migration of 40-50 online permit requests to Online services - Large as well as data analysis and data mining to inform a strategic approach to data management and business intelligence. Early Market Engagement Work Already Done Existing Team The supplier will be expected to work within existing operational, development and project teams made up of existing DAERA staff. Current Phase Not applicable Work Location Suppliers will be required to work from within the Belfast BT2 and Stormont BT4 Areas in Northern Ireland at DAERA offices Working Arrangments supplier staff will be expected to work on-site as part of a project team reporting to an NICS team leader from 9am-5pm Monday to Friday excluding Northern Ireland Public Holidays. All necessary additional costs such as flights, day to day travel, subsistence and accommodation costs to get to and from place of work must be included to establish total cost of engagement. Where travel is needed to facilitate face to face meetings during the working day these will be paid by the department Security Clearance Basic Security Clearance required Additional T&Cs Skills & Experience Have 2 years professional experience working to deliver enterprise level secure applications across multiple platforms for both internal and external use. Provide professional skills in Software Development, Project Mangagment, Agile Scrum Master, Business Architects/Analysts Have experience in migrating legacy systems to a .Net, HTML 5 platform using technologies including but not limited to C#, javascript and AngularJS. Have experience in developing against a user experience model and responsive and adaptive application design for mobile platforms work within multi disciplinary teams Work with other DAERA and NICS suppliers Nice to Haves Have experience working with and integrating to NI Direct digital platforms No. of Suppliers to Evaluate 10 Proposal Criteria Examples demonstrate solutions migrating from legacy applications to modern responsive and adaptive applications e.g. from MS Access to .NET Examples demonstrate the use of the various skills required in one or more projects Examples in the use of skills in each discipline, Software Developer, Project manager, Agile Scrum master, Business Architect, Business Analyst, Examples demonstrate the use and successful completion of projects that have involved use of development technologies listed Examples demonstrate the successful deployment of mobile applications across multiple platforms and device types Examples demonstrate the types of engagement with customer and multi disciplinary teams and other suppliers. Examples demonstrate data analysis and data mining to assist in business intelligence VFM - combined skill total/day. Example project 20 days. Include; cost to engage (e.g. flights, accommodation, etc converted to per day rate) 4 days for each of the 5 skills Cultural Fit Criteria Examples demonstrate working as a member of our internal teams and with other suppliers as required Examples demonstrate a collaborative approach to problem solving within teams Payment Approach Capped time and materials Assessment Method Written proposal Case study Work history Evaluation Weighting Technical competence 15% Cultural fit 5% Price 80% Questions from Suppliers Budget range the total spend of this contract is not guaranteed but current planned projects are estimated up to £400,000 for each financial year to 31st march 2017 and 31st march 2018 respectively.
