Tender description

Leeds Teaching Hospitals NHS Trust was formed in April 1998. It is 1 of the largest NHS Trusts in the country offering a full range of specialist and general hospital services and holds an international reputation for excellence in specialist care, research and academic training. Employing approximately 12 500 FTE's the Trust sees over a million patients each year and has an annual budget of c 1 000 000 000 GBP. The Trust delivers its clinical services from five (5) sites across Leeds with the Leeds General Infirmary and St James's sites as the 2 largest. Our vision is for Leeds Teaching Hospitals NHS Trust to be the best for specialist and integrated care. The Trust aims to deliver the best services for patient safety, quality and experience whilst being financially sustainable. To create a Cardiology service which is both efficient and reliable the Trust wish to explore a managed service option. The Trust is undertaking a market engagement exercise to help identify the options and opportunities for delivering improvements in the Cardiology service. Objectives of the Cardiology service are to: — Deliver improvements to the quality of services; — Provide a resilient asset base; — Be affordable within funding constraints; and — Provide innovation and be capable of adapting to future requirements. These objectives are explained in a little more detail below: Improvements to the quality of services; Develop the service to improve patient experience, react quickly to expected growth and to use industry best practise to improve quality and list efficiency; Resilient asset base; Access to replacement assets over the term of the contract with the flexibility to add, change and remove assets in line with changes to technology, clinical practise and patient demand; Affordability and financial issues The Trust is seeking innovative financing solutions which will minimise cost to the Trust and maximise value for money. These solutions might include: — Commitments to make guaranteed efficiency savings and for these savings to be returned to the Trust; — Efficiencies in stock holding and stock usage; — Matching of phasing of costs to savings achieved (with net savings returned to the Trust); and — Risk/gain share options. The Trust is interested in understanding opportunities to utilise external finance and potential sources of finance available to suppliers for the scope of services identified within this PIN. The Trust also wishes to understand potential accounting and VAT treatment. Contract structure: The Trust wishes to explore options for the contractual structure to maximise the delivery of benefits to the Trust. Innovation the Trust is seeking to identify a strategic partner or suppliers with the ability to identify or work with the Trust to develop potential opportunities where innovation in delivering the services can add value. Trust Partners Leeds has strong relationships with neighbouring Trusts and may wish to explore the ability to expand the contract across Trusts under the 1 contract. Services: The Trust would like to explore the following services: 1. Equipment services; 2. Business partnership — working practises and efficiency; 3. Consumable management; 4. Research and Innovation opportunities. Supplier response: The Trust is requesting responses from potential suppliers in order to help us develop a procurement strategy which is attractive to the market and deliverable by the Trust. The Trust is very keen to hear from suppliers in respect of the following aspects of this potential procurement: 1. Attractiveness to the market: a. Most appropriate and commercially attractive packages; b. Suggested minimum and maximum contract term with explanation; c. Proposed contract structures. 2. Service delivery options: a. High level view of service delivery solutions including any opportunities for innovation; b. Potential further opportunities to enhance services or other specialities which could be included in any procurement; c. Identified constraints, assumptions and risks; d. Examples of where similar projects have been successfully delivered; 3. Financing: a. Indicative cost and financing solution including VAT and accounting treatment implications; b. Opportunities to provide guaranteed efficiency savings or risk/gain share; c. Opportunities to identify external finance; 4. Programme: a. High level indicative delivery programme The Trust may utilise this market sounding and the responses received to determine the scale and scope of services to be procured.
