Market Sounding Provision of Alternative Education Provision We are intending to increase the amount of alternative education provision we commission in Bath and North East Somerset. In the longer term we hope to develop this through new Free schools, but in the interim we need to increase capacity and are interested to hear from any schools (including academies and MATs), or providers of alternative education provision who would be interested in bidding for this work. We envisage that we will let contracts for 2 years, with the option to extend for a further year. We wish to commission two new interim alternative education provisions as follows: 1. Primary Alternative Education Provision for minimum of 6 pupils in key stages 1 and 2. Ideally the provision will have the flexibility to increase capacity to 10 pupils where required and be located in the Keynsham area and ideally situated in, or close to a primary school setting. The commission will include one –off start-up costs for refurbishment / equipment costs of up to £50,000 available in the financial year 2016/17. The annual funding for the contract will be £15,000 per pupil, £90,000 per annum for a minimum of 6 pupils. 2. Secondary Alternative Education Provision for a minimum of 12 secondary places in Key stages 3 and 4. Ideally the provision will have flexibility to increase where required to 15 places and be located in the Norton Radstock area, either on school sites or close to local secondary schools in the area. The commission will include one off start-up costs of up to £100, 000 for refurbishment / equipment available in the financial year 2016/17. The annual funding for the contract will be £15,000 per pupil, with an annual contract value of £180,000. Additional funding will be available through the commissioning process, as and when the provision needs to increase above the minimum pupil numbers. Both services will deliver flexible provision for permanently excluded children and young people, those at risk of exclusion, off site short term placements for schools or managed moves as well prevention and intervention placements. This will include children and young people who may be in the process of being assessed for an Education and Health Care Plan. The provision would be expected to have positive working arrangements and relationships with local schools, Behaviour and Attendance Partnerships and the local authority. Provision will comply with the most recent Alternative Education Statutory Guidance and be registered with Ofsted. We would like the provision to be established and running by the spring term 2017.
