Specialist Support to provide a detailed Outline Business Case concerning the development of a Cornwall Energy Company

Undertake an outline business case to assess the potential for an energy company for Cornwall. It is intended that the outline business case will be used to inform a decision by the Council on whether or not to proceed with the process of establishing and energy company and what structure the Council should pursue. Programme targets: • Inception meeting – September 2016, week 1. • Draft report – October 17th 2016 • Presentation of draft outline business case – November 2nd 2016 • Final report – November 14th 2016 Key Deliverables: • Executive summary (non-technical standalone report aimed at Council decision-makers) • Delivery model SWOT (based on analysis of the costs, risks, rewards and potential to meet the Council’s aim and objectives) • Outline Business Case report • Presentation (provided at draft report stage) PLEASE NOTE the electronic version of the RFQ and all supporting information is ONLY available and accessible via the following portal supplyingthesouthwest.org.uk and NOT via the individual buyer mentioned above. Also, please note the Council is seeking to appoint an independent consultant to assist with the preparation of the Outline Business Case. As a result, the successfully appointed service provider for this commission will not be permitted to submit a further bid, in respect of any future tender opportunities advertised by the Council in respect of this wider Project, i.e., to develop a Cornwall Energy Company, and the Council reserves the right to exclude any such bidders in this instance.
