Tender description

The purpose of this Prior Information Notice (PIN) is to engage with the market to assess the level of interest and considerations in providing a residual waste treatment and disposal solution(s) for Leicestershire. Leicestershire County Council and Leicester City Council (jointly referred to as ‘Leicester Shire’) are working collaboratively to assess future delivery options for this service plus other waste services post 2020. This is in preparation for a potential procurement of the aforementioned service(s) in early 2017. In the case of the City this may be post 2028. Leicestershire County Council is acting as the lead authority, and is handling all queries on behalf of Leicester City Council in relation to this PIN and accompanying questionnaire. The purpose of this request for information (RFI) is to gauge interest from the market and to investigate options mainly regarding the future treatment and disposal of c.157 000 tonnes of County Council residual (i.e. black bag/non-recyclable) municipal waste from 2020 and a further City Council c.90 000 tonnes residual municipal waste from 2029. We are seeking your view as part of our commissioning review to examine the strategic opportunities available to the Councils post 2020 to provide cost effective long term waste management solutions. We value the views of the supply chain and are therefore requesting information to help shape our approach to the market. This is not an invitation to bid, this is solely a RFI and no direct business will be awarded as a result of completing this RFI. Responding to this document does not advantage or disadvantage any supplier in a future procurement process.
