Why the Work is Being Done The work is being carried out to embed and enhance the functionality of the system in support of police work. Problem to Be Solved To replace an under-resourced team and thereby ensure the functionality of the system is enhanced by integrating additional applications and technologies on time and budget to the required quality. Who Are the Users UK Police Forces, National Crime Agency and other NGOs. Early Market Engagement Work Already Done The first phase of development is nearly complete and is operational. The second phase to implement enhancements has commenced. Existing Team There is a mixed team of Contractors and suppliers currently working on the project. Current Phase Live Work Location 2 Marsham St, LONDON, SW1P 4DF Working Arrangments The team will function as a unit under the team lead who will take direction from a permanent staff programme manager. All work will take place at 2 Marsham St where the team will work with the existing teams in a hot-desk environment All work will take place on Home Office provided IT systems. The core team members will be expected to work a professional day of 8 hours from Monday to Friday. Some limited travel may be required in connection with the work. Security Clearance SC The successful team members will be required to have or undergo SC clearance before starting work at the Home Office, which will sponsor clearance if necessary. Additional T&Cs None Skills & Experience Must have named team members ready to work or initiate security clearance by 15 /09/2016 Experience of working with Police Forces and government, and with this knowledge of the expected controls and governance arrangements Knowledge and experience of digital imagery and digital image library systems and capabilities Knowledge and experience of high tech digital image forensics An understanding of the characteristics and challenges of a disaggregated platform and application implementation. Knowledge and experience of implementing and managing facial recognition systems, including their uses and characteristics, specifically with regard to appropriate tool selection and implementation. The PM must have skills to manage technical implementations, including the knowledge required to manage DR implementations and complex performance engineering tasks. Demonstrable experience of robust supplier management Experience of working with sensitive subject matter (albeit without direct exposure to it). Nice to Haves Overlapping skill sets across the team to provide resilience and flexibility to meet changing priorities. Experience of configuring, developing and integrating COTS products Previous collaboration as a team unit. Experience of managing projects in accordance with PRINCE 2. Proven knowledge and expertise on similar data projects in public sector where data sensitivity is a major issue. Experience of working in a law enforcement environment. Practical knowledge of Project and enterprise management tools including MS Project and Clarity EPM Evidence previous interactions of skills transfer and knowledge sharing to organisational staff.
