Tender description

The intention of this PIN is to announce a preliminary market consultation and inform potential bidders that Oxfordshire County Council (OCC) is planning to seek a service provider to install replacement On-street Pay and Display Machines (P&DMs) and propose how integrate developing technology and its infrastructure to support future improvements that are compatible with the Smart Cities concept and support County Council policies to reduce congestion and encourage economic growth. The council is considering innovative and cost-effective solutions to put in place a plan that provides a more efficient and effective on-street long-term parking operations system, whilst also satisfying the immediate requirement to replace the P&DMs before April 2017. It is expected that any future strategy will be dependent on further research and a clearer understanding how best to meet the requirements of the Council and users of on-street car parking bays. Input from the industry is required to identify the best routes with this rapidly changing technology and its ability to put in place P&DMs that are flexible with future developments and support Oxfordshire longer term policies. The new machines will mostly be in the City of Oxford but also Henley, Abingdon and Wallingford. This is not a call for competition. The procurement will be a separate process. The County Council is currently responsible for: 1) Approximately 70 P&DMs within Oxford plus a further 40 P&DMs machines in Henley, Abingdon and Wallingford generating approximately 2 000 000 GBP per annum; 2) Approximately 650 on-street parking bays within Oxford, plus a further 200 parking bays outside of the City; 3) OCC has access to a framework to source Pay and Display Machines but are not restricted to these suppliers; 4) The requirements from the P&DMs and how they are integrated into the longer term strategy for parking are: i. Replace all existing P&D machines by April 2017 to support new coinage and a wider range of payment methods; ii. Potentially reduce the number of P&D machines if it supports current County Council aims and policy; iii. A mixture of cash operated and cashless P&D machines, and suggestions to reduce the number of P&DM and those which accepts coins as part of a strategy to improve the service and reduce costs would be considered; iv. Have P&D machines that are compatible with the developing Internet of Things if it can be shown that this will support County Council policies over the longer term. 5) The council are seeking partners: i. To help transport planners better understand supply and demand for parking and how on street parking is used and required in Oxford; ii. Who can suggest changes to meet current policies including to improve performance through user satisfaction and reducing emissions and congestion; and, iii. Who have strong cases to increase income and reduce costs. The service delivery is likely to commence 1.3.2017 and the contract length is likely to be determined by the best value solution to ensure that there is sufficient high quality research, and a flexible enough solution that will continuously improve the offering beyond only P&DM. The responses to this PIN may inform the proposed contract length. The anticipated date for publication of the contract notice is October 2016.
