Tender description

This is a call for preliminary market consultations to inform a potential procurement exercise. The Leeds Teaching Hospitals NHS Trust (LTHT) wishes to engage with providers with a view to explore options to assist in the delivery of satellite Haemodialysis services. As such we invite expressions of interest for the provision of different models and elements of Haemodialysis that would help us meet our aspiration of being the best haemodialysis centre in the country. Parties interested in taking part in the preliminary consultations should note the specific areas of guidance given below, but note that all elements may not be applicable to all parties dependent upon the model proposed. — Provide Satellite Dialysis Unit care for patients under the care of LTHT, and patients from other centres who need dialysis away from base when travelling to our catchment area — Comply with the Renal Association Guidelines for Haemodialysis — Provide dialysis within 30 minutes travel time of the patient's home address — Premises to be compliant with NHS Estates Health Building Notes 07-01 Satellite Dialysis Unit — To meet all associated standards applying to healthcare, including (but not limited to) standard for water quality for use in dialysis, electrical safety for medical devices, Infection control, all H&S standards including COSHH — Capacity should be provided to allow patient choice regarding haemodialysis schedules, more frequent dialysis schedules, provision of holiday haemodialysis and expansion in patient numbers. — Services should support and promote self-care and transition to home haemodialysis, with appropriate estate provision to deliver this — Staffing should be provided at a level compliant with or exceeding the British Renal Society guidance for safe staffing of Haemodialysis units — Facilities should include provision to optimise the experience of dialysis patients, including (but not limited to) provision of drinks, snacks, WiFi (at a bandwidth to support streaming services for patients) and TV facilities (or provision of equipment to watch TV via streaming services) at each dialysis station at no cost to the patient, and free parking for patients, Suppliers who express interest will be invited to a Provider Information Forum on Monday, 12.9.2016 where further details will be shared, and there will be an opportunity for suppliers to ask the team any questions. Expressions of interest must be made via the Due North e-tendering portal. Submittal of expressions of interest via any other route will not be accepted. Please see section VI.2) (Additional Information) for further details on how to express interest via Due North. On receipt of expressions of interest further details will be sent out to the suppliers regarding the location and agenda for the meeting in Leeds. The meeting should last no longer than a couple of hours. Following the meeting it is anticipated that LTHT will organise a 1 on 1 dialogue session with the suppliers whom have expressed interest, in order to help inform a business case that will be presented to the LTHT board later in the year.
