Technical Surveys are to be outsourced between the aforementioned authorities, namely Caerphilly, Torfaen, Monmouthshire and Blaenau Gwent with the successful tenderer acting as consultant in the procurement and supervision of said surveys (with the exception of Monmouthsire County Council who undertake this part of the service themselves). The Technical Survey Database Management service will include both individual site work and area work packages, providing technical survey database management information to the Contracting Authorities. The following surveys are included within the scope of requirements: — Deflectograph; — SCRIM; — Scanner. Further details are set out within the specification requirements contained within the Instructions for Tendering Document. 4 Authorities in SE Wales are undertaking a collaborative procurement process for a Technical Surveys Database Management service. The Technical Survey Database Management service will include both individual site work and area work packages, providing technical survey database management information to the Contracting Authority, in-line with the service as detailed within the Specification Requirements (Invitation to Tender Document). The contract scope includes management of a contractor delivering scanner survey information across the whole highway network (several thousand km.). It will also involve delivery of associated reports to the client in either electronic or hard copy format for use with clients' asset management systems. The measurement of surface characteristics by specialist contractors may be carried out in several tranches. The database management function will focus on the effective coordination of contractor activities, assembling data for client review.
