Tender description
The University wishes to make 5 design team services appointments to undertake a programme of Capital Projects across our 5 campuses: Easter Bush, Western General, BioQuarter, Kings Buildings and Central Area. This project will be divided into 5 lots 1 lot per campus area. We will apply a 2-stage Services Restricted Procedure. For each Lot bidders must self-certify adherence to selection criteria via the ESPD (Scotland) on PCS-T. Suppliers may be required to submit Means of Proof at a later stage. Minimum standards and short-listing requirements are the same for each lot unless otherwise indicated and are detailed in Sections III) and VI) of this Notice. Following assessment of submitted ESPDs, we will receive tenders from shortlisted bidders. Note guidance for how to return responses to questions in the ESPD Technical and Professional ability sections will be available within the attachments section of PCS-T and must be strictly adhered to. Lot 1 Development Imaging Technology: The University of Edinburgh are looking to appoint a design team for the development of a new facility named Developmental Imaging Technology (DIT) to be located within the last remaining 300sq. m. section of basement shell in the Queen's Medical Research Institute (QMRI). This cross-disciplinary facility will drive initiatives in Optical and PET molecular imaging. The final fitting out of QMRI basement is also a necessary step in preparing for the planned move of UoE staff from the Hugh Robson and 1 GS to the QMRI/CB complex at the Edinburgh BioQuarter. Edinburgh BioQuarter is a shared vision between the University, NHS Lothian and Scottish Enterprise to bring together academic scientists, clinicians and patients with companies in world-class facilities to promotes collaboration and accelerate the development of new drugs, diagnostic tools and medical devices. The Queen's Medical Research Institute (QMRI) was the 2nd University building constructed at Edinburgh BioQuarter and has been an early flagship in realising the BioQuarter Vision. A key factor during the planning of QMRI was the formation of a basement shell which was intended for the development of imaging technologies. The majority of the basement shell was used to form the Clinical Research Imaging Centre (CRIC), a joint University of Edinburgh and NHS Lothian facility which brought together 3T MRI, 64 slice CT/PET, 320 slice CT and a cyclotron with a fully integrated Radiochemistry Suite all supported by image analysis. The Imaging Technologies advanced at QMRI are not limited to those within CRIC and researchers in QMRI have been successful in the area of cross-disciplinary optical Imaging as evidenced by the 11 200 000 GPB EPSRC Proteus study which brings together biologists, chemists and optical physicists from a number of HEI (Higher Education Institute). The advances in CRIC and Optical Imaging led to the aspiration to consolidate and expand the world-leading research in these areas by the establishment of DIT. Complimentary with elements of CRIC and high throughput phenotype facilities from IGMM together with GMP-grade sterile fill facilities within the QMRI, DIT will deliver: Optical Physics and Engineering; Medical Computing and Image Analysis; Radiochemistry. There are complexities inherent with implementations within the existing structure requiring access in and around complex imaging facilities, but a feasibility has outlined the suitability of the space and early engagement to assess the site specifics will be required. Note the estimated value detailed in Lot 1 relates to the estimated Lot 1 construction value. Lot 2 Usher Institute for Population Health Sciences: The University of Edinburgh wishes to appoint a Design Team to work on behalf of the University and Scottish Enterprise in the design and delivery of the new Usher Institute for Population Health Sciences and Multi Occupancy Building 2 within a single envelope, offering shared facilities and collaboration opportunity. The Usher Institute will be a mixed community housing a unique combination of social science, healthcare and computer science in its vision to create an outstanding interdisciplinary international institute with a track record of improving the health of individuals and populations locally and globally through research, innovation and education around the use of genetic data on an unrivalled scale. At its heart will be a collaborative community of interdisciplinary researchers with expertise in epidemiology, statistics and modelling, informatics, computer science, clinical science, sociology, social policy, governance, ethics, geography, health promotion and medicine, leading innovation through knowledge transfer. Key to this is the founding principle of making rapid progress through partnership in 1 Knowledge Transfer Hub with an architectural language of collaboration, novel communication technologies, partnership and opportunity. The Scottish Enterprise tenant space will compliment the Usher ethos in bringing industry and commercial opportunity into the hub and fostering a direct interface of spin-off companies and spin-in enterprise. The site will be the northern edge of Plots 7 and 8 of the Edinburgh BioQuarter, adjacent to the proposed public pedestrian artery through the site, known as Exhibition Walk. This links the green-field development site on the South of the BioQuarter with the Edinburgh Royal Infirmary, Chancellor's Building Medical School, Sick Children's Hospital and Queens Medical Research Institute, in a unique situation of cross disciplinary opportunity. The emerging public realm design offers a high quality public, green space with strong transport links in a visionary partnership between the City of Edinburgh Council, Scottish Enterprise, NHSL and the University of Edinburgh. In order to attract world leading staff, the Institute must offer 10 000 sq. m. of inspiring facilities that will accommodate 500-600 people with scope for flexibility and expansion, integrated with 4 500 sq. m. of tenanted shell space, sharing meeting spaces, conference and relaxation facilities to encourage serendipitous and formal interaction. Reliant on data and informatics, the space must be highly serviced office space with state of the art communication technologies, appropriate connectivity and secure storage ability. Note the estimated value detailed within Lot 2 relates to the estimated Lot 2 construction value. Lot 3 The School of Chemistry Joseph Black: The School of Chemistry has been housed in the Joseph Black Building since it was opened in 1924, as the 1st specifically designed chemistry research building in the world. Over the decades there have been a number of ad hoc additions, of varying quality, to the original building that have served to darken the interior and undermine the clear lines of the original plan. The Joseph Black Building is B-Listed. The School is unable to provide expansion space for current staff members and have no spare capacity for appointing new early career researchers who would need access to state-of-the-art laboratories. At present, the school is the top Chemistry department in Scotland and among the best in the UK. The working spaces for both students and staff need to be open, accessible, flexible and inspirational in order to remain competitive with their peers, offer an outstanding student experience, improve the University's global standing and deliver transformational science. The overall project will provide increased, fit-for-purpose research capacity for the School of Chemistry combined with new student-focused study facilities and staff/student social space. It will allow much more efficient use of existing space as well as providing a significant expansion in laboratory and office space for strategic appointments and expansion in student numbers. The Joseph Black Refurbishment project forms part of the KB Master Plan. In-line with the University's Strategic Plan, it will provide a modern, efficient and stimulating working and learning environment to sustain world-class academic and support activities. It is intended that this work is carried out in a live environment resulting in the works being delivered in a phased manner over a number of years. The programming and sequencing of the lots is to be determined as part of phase 1. This will inform funding decisions and investigate options to run phases concurrently or sequentially. For the purposes of fee tenders sequential construction phases should be assumed. The main challenges of this project are disentangling the existing services infrastructure that has evolved to suit immediate development needs within Chemistry, developing the design in accordance with Planning restraints, developing the design and phasing to ensure business continuity both in respect to research and teaching and maintaining the weather tightness of the building throughout the works. Note the estimated value detailed within Lot 3 relates to the estimated Lot 3 construction value. Lot 4 Hospital at the Easter Bush Campus: The University of Edinburgh wishes to appoint a Design Team who will work on behalf of the University with regards to extending and remodelling the Hospital at our Easter Bush campus. The Hospital provides 1st opinion and referral services. Services are divided over 9 separate ‘front of house’ disciplines with some cross-over and sharing of support services behind the scenes. The largest components of support services include anaesthesia, surgery ICU and imaging. Typically the Hospital is seeing 10 per cent growth in annual case load, currently handling approx. 20 000 cases per year with up to 100 inpatients at any 1 time. There has been a significant increase in all clinical services, including the Neurology services which have only been established in the last 2 years. This is prompting the need for increased MRI facilities as well as more consulting rooms. This project proposes an extension of the Hospital to meet the future demands on the business. The extension and remodelling work will cover the requirements for: Expanded anaesthesia department, neurology, oncology, imaging, pharmacy, wards, cardiology suite, ICU and A&E, including ICU isolation and minor Procedure rooms; Additional consulting rooms; Reconfigured isolation ward; New physiotherapy service and permanent MRI facility with induction rooms. The new facilities will be constructed as an extension to the Hospital. The proposed site is currently partly soft landscaping and patient car parking to the front of the hospital, relatively flat, clear of physical obstruction and forms part of the landscaped curtilage of the existing building. This also ensures minimal disruption to the existing hospital which will need to remain fully operational. The proposed development will form part of the wider Easter Bush campus master-plan. As such the design proposals will need to demonstrate a cohesive and integrated approach in terms of built form, physical linkages, materials and landscape setting. The overall mix of refurbishment versus new build is outlined below: Internal refurbishment of existing hospital: circa 600 sq. m GIFA; New Build extension to front: circa 1 400 sq. m GIFA. The University estimates that the overall construction value for the work will be circa 6 000 000 GPB. The route will be traditional where the Design Team will be responsible for the design work. The Design Team will provide Architectural, Mechanical and Electrical Engineering and Structural services. The Lead Consultant will be the Architectural Consultants who will need to have the necessary size and experience for this type of project. Note the estimated value detailed within Lot 4 relates to the estimated Lot 4 construction value. Lot 5 School of Engineering Phases 1 and 2: The King's Buildings Master-plan indicates a phased relocation of the School of Engineering from the east to the west side of the King's Buildings Campus. The School of Engineering estate currently occupies net usable area of 13 000 m2 across 11 buildings with a minor presence in 3 other buildings. The School anticipates significant growth over the coming years which will quickly outgrow the existing estate and new development is required to provide state of the art teaching, research, study and social facilities to meet the current and future demands of the School. The overall design concept for Engineering takes the form of an Engineering ‘village’ and outlines a series of plots identified for a phased relocation of the School. Phases will be programmed to reflect funding, site availability and a decanting strategy. The Engineering ‘village’ consists of 6 new buildings situated around the existing Flowave building in the south west corner of the King's Buildings Campus. The 6 buildings will be delivered in a number of phases depending on decant strategy and funding. 2 plots have been identified as being 1st and 2nd phase sites, these are to the north of Scottish Microelectronics Centre taking in the site of an existing substation and on the site currently occupied by the Biospace building. The Biospace Building is currently vacant and relocation of the substation will be dealt with independently of this appointment. School of Engineering Phase 1 consists of a 4 storey building GIFA 3 500 m2 to house the structures lab and fire labs with ancillary accommodation, phase 2 will be a 4 storey building 2 800 m2 GIFA housing single occupancy academic offices, shared Post Graduate areas, social space, computer labs and generic dry labs. These 2 phases are anticipated to run concurrently. The net construction cost for phases 1 and 2 is 21 000 000 GPB with a construction period of 22 months. Anticipated site start date is Spring 2019. This commission will include the review of the existing School of Engineering master-plan and feasibility study, the development of a schedule of accommodation and a phased decant strategy for the entire School of Engineering alongside the development of the Phase 1 and 2 design from concept design, RIBA Stage 2 (C), to completion, RIBA Stage 7 (L). The design phases will be subject to review alongside a detailed business plan and progress through the RIBA Stages will be subject to funding.
