Tender description

Leeds City Council is looking to procure a new contract for 3 years with an option of a 1 additional year extension. The contract will be for a city wide service covering both residential properties and civic assets and schools for the asbestos removals will be City wide. Work may be packaged in the following Lots: — Lot 1: 2 000 000 GBP 2 x Suppliers Leeds Building Services sub-contractors. Will undertake both residential and work to Civic assets / Schools. — Lot 2: 600 000 GBP 1 x Supplier to Housing Leeds Asbestos Team (will undertake only residential removal work). — Lot 3: 300 000 GBP 2 x Suppliers Air Monitoring suppliers. Leeds Building Services manage citywide asbestos removal for the following directorates within Leeds City Council: Housing Leeds premises can consist of the following and should be taken into account. — Domestic properties (Tenanted/ Leaseholder homes/flats, including sheltered housing schemes): 57 689 assets. — Sheltered accommodation of the elderly (No of blocks/schemes): 41 Blocks. — Multi Story High Rise Blocks of flats (over 5 stories): 129 Blocks. — Medium size blocks of flats (up to 4 stories): 3 713 Blocks (this includes 1-5 stores). — Shops: 323 (284 Shop units and 39 Office units). — Garages or garage sites: 6 060 garages. — Housing offices: — 52. Children services premises include: — 274 Schools inclusive of high schools/academies/primary/specialist learning centres and library services often with multiple blocks and building archetypes on 1 site. — Of which, 17 CLASP and 32 SCHOLA system built schools with AIB clad columns throughout. Corporate Property Management premises includes: — 934 buildings with known asbestos containing materials of which; — Almost every type of commercial building type and bespoke design falls into this category inclusive of; — Offices, libraries, community centres, shops, industrial estates, public conveniences, cemeteries and associated buildings, leisure centres, town halls, community centres, children's homes, pavilions, changing rooms, markets, one stop shops, workshops, homes for older people, day centres, galleries, museums and hostels. The Council currently has 2 contracts for asbestos removal, both are due to expire, with no further opportunity for extension. This market sounding process will support LCC in developing a procurement strategy to replace the current contracts.
