Tender description

The Mayor’s Office for Policing and Crime (MOPAC) as the contracting authority is tendering for the Provision of Veterinary Services for MPS Mounted Branch and Dog Units (the Services) to the Metropolitan Police Service (MPS). The Authority/MPS is seeking through this tendering process to award a contract with a suitably capable Contractor to provide these Services for an initial term of 24 months with an option of 2 12-month extensions. There is an aspiration is ideally to award one contract to one provider of 1 lead (primary) that can provide these service for the MPS.The purpose of this PIN is to inform the market this tender is coming in 2016 and establish if there is an interest in a contract in this format. This PIN will be published with a Markey Survey via: https://www.bluelight.gov.uk The Metropolitan Police Service is seeking to contract with a pro-active veterinary practice(s) to work in partnership with its Mounted Branch, Dog Training Establishment and Dog Units to provide high quality veterinary care and cover for our horses and dogs 24 hours a day, 365 days a year. Mounted branch have approximately 120 horses at eight stables around London located at Great Scotland Yard, Hyde Park, Hammersmith, West Hampstead, Bow Road, Kings Cross, Lewisham and Imber Court (Surrey). Dog units have approximately 400 dogs at five locations around London located at Alperton, Barkingside, Catford, Merton and Nine Elms. The Dog Training Establishment is one location based in (Keston). The mounted branch require the successful Veterinary Practice to work both reactively and proactively, by offering advice and guidance on preventative practices and treatments to enhance the working life of the horses, as well as training in the administration of medicines, changing of dressings etc. This may involve informal discussions when visiting MPS stables and lectures or demonstrations to MPS staff at agreed locations. The training of staff to administer intra-muscular injections is a prerequisite, as is the requirement to provide alternative therapies, i.e. chiropractic and physiotherapy treatments, or be prepared to work with such health professionals nominated by Mounted Branch. The dog units and dog training establishment (DTE) require the successful Veterinary Practice(s) will provide annual health checks to all MPS Dogs and provide emergency examination and treatment whether at their own practice or designated MPS dog unit. The services required will include long term prognosis for dogs suffering from injury or chronic diseases. In addition to this the veterinary practice(s) will be expected to have the highest quality communication between the practice and the appropriate Unit. Practice(s) will also be required to co-operate and share information regarding the health and welfare of dogs. There is a requirement to provide advice and guidance on the education of dog handlers and promotion of animal welfare. This may involve informal discussions and lectures or demonstrations at the DTE. The estimated contract value is 1 500 000 GBP. This value is not guaranteed spend and maybe subject to change. This contract may also be considered in collaboration with another Police Force "Kent and Essex although this is not confirmed and estimated contract value if combined is currently unknown.
