Tender description

Background: 1.1. The University of Cambridge, School of Clinical Medicine and its Departments and Institutes provide modern laboratory accommodation and state of art research facilities. 1.2. Based on the Cambridge Biomedical Campus at the Addenbrooke's Hospital site, and part of the University's School of Clinical Medicine, participating Departments and Institutes house flow cytometry equipment of the high-end category (high-end sorters and high-end analysers) and medium-end category (older sorter models and analysers with 3 lasers or less). The School requires the provision of technical maintenance service agreements for all listed equipment and for equipment purchased in the future in order to deliver flow cytometry services to their customers and researchers in a timely and reliable manner. This tender has been split into 2 Lots. Lot 1 relates to those items listed under the high-end category on the accompanying spreadsheet, and Lot 2 relates to those items listed under medium-end category on the accompanying spreadsheet. A bid must cover all pieces of equipment on Lot 1, all pieces of equipment on Lot 2, or all pieces of equipment for both Lots. Exclusion of any piece of equipment will render the bid incomplete. Tenderers may bid for 1, or both Lots. Tenderers must not make the pricing of their response to 1 Lot conditional upon acceptance of their pricing on the other Lot, however, where a bidder offers a multi-Lot discount (which must apply to both Lots) and wins either Lot 1 or Lot 2, the evaluation and award process on both Lots will be re-run after applying the discount to the price element. NB: In order to secure the most advantageous tender for the University, discount levels offered by bidders on this tender will take into account, and also be applied to, existing contracts that are already in place (if any) between the bidder and the University for the same service on similar equipment, and will be included when evaluating responses. It is anticipated that during the contract, equipment may be added or removed as necessary with costs adjusted in line with those tendered. Bids are sought for 1 year, 3 year and 5 year terms. Tenderers are expected to bid for all equipment in each lot and for all 3 terms. The term agreed will be based on the combination of price and quality that is most advantageous to the University. Site / Equipment Survey: It is the University's intention to complete the tender evaluation in such time that the contract for this equipment could be awarded within 6 weeks of the tender closing date. Bidders are encouraged to attend the University to undertake a survey of the equipment in order to get a full understanding of the items covered by this tender and their environment.
