Tender description

The provision of external audit services to the Norse Group. The group comprises facilities and waste management provider Norse Commercial Services (NCS), property consultancy services specialist NPS Group (NPS) and care services provider NorseCare Limited (NCL). The Norse Group has a turnover of £251M and employs almost 10,000 staff in 23 Joint Ventures with Local Authority partners. Providers must also have a thorough knowledge and understanding of the Code of Practice on Local Authority Accounting. The Financial Statements of Norse Group Limited are required to be consolidated into the accounts of Norfolk County Council (NCC) and this requires a revised presentation of its annual results into a ‘group reporting pack’ as determined by NCC. There is a requirement to audit and produce a report to the Group auditors of NCC on the ‘group reporting pack’ under International Standards on Auditing (ISA's) in accordance with ISA 800, ‘Audits of Financial Statements prepared in accordance with Special Purpose Frameworks’ as to conformity with the Code of Practice on Local Authority Accounting. The contract will be for a period of five years commencing on the 1st August 2016 with an option to extend for a further five years at the sole discretion of the Norse Group.
