Summary of the work We require an experienced Delivery Manager with a deep understanding of Digital Transformation in the public sector to help us design, develop and test the Transformation Support Service. Specifically this will be helping define our ways of working, approaches, tools and techniques when advising (specific) government departments and Teams. Who Speclialist Work With You will be working with the Head of Government Transformation Support and the Transformation Support team. The team consists mostly of Transformation leads. Additionally you will also be required to work with departments and teams across government to help test new approaches. What Specialists Work On We are building a new team within GDS called the Transformation Support Team. We will help departments or teams understand, start, and make progress with digital transformation. We require an experienced Delivery Manager with a deep understanding of Digital Transformation in the public sector to help us design, develop and test the Transformation Support Service. Specifically this will be helping define our ways of working, approaches, tools and techniques when advising government departments and Teams. Skills & Experience • Recent demonstrable experience of delivering digital, data and technology transformation in government • Recent demonstrable experience of leading organisational design change within government & a clear understanding of the cultural changes required to achieve it • Recent demonstrable experience of leading the delivery of government digital services and a deep understanding of the Discovery, Alpha, Beta, Live process • A deep understanding of, and experience with the Service Manual and Service Standard • A deep understanding of the business processes and operating model required to support digital delivery and change management in government • A very good understanding of user research and service design and experience of introducing these capabilities into government. • Experience of using a number of tools and techniques when consulting with government departments and teams (you may be required to demonstrate these) • Experience of setting strategy, visions and goals • Expertise in agile • Expertise in process design Nice to Haves • explain the context and outcomes of using - value chain mapping • explain the context and outcomes of using - roadmapping • explain the context and outcomes of using - service mapping • explain the context and outcomes of using - Business and operating model canvas Work Location Government Digital Service Aviation House 125 Kingsway London WC2B 6NH The specialist will be required to work on other Government department sites as required. The will be in London and elsewhere in the UK. Maximum time on a client site is likely to be 3 days per week. Working Arrangments We are looking to agree flexible ways of working with the chosen supplier. We anticipate this will be on average 1-2 days per week and may be somewhat irregular. We anticipate therefore that this work will suit a supplier who undertakes multiple engagements at a single time. Security Clearance Minimum Baseline Personnel Security Standard Additional T&Cs None. Working arrangements state that you are looking to agree flexible ways of working and that you anticipate this will be on average 1-2 days per week and may be somewhat irregular. For clarification, does this mean that the other days may be worked remotely from supplier offices? No, the supplier will only be working an average of 1-2 days per week. It is a part time role with irregular working patterns. 2. Can we please arrange for a briefing call to discuss the project and business requirements? We need some clarity over the technical requirements. All questions should be submitted in writing in order that the answers should be shared with all suppliers 3. I am trying to submit the application but when I am entering the day rate its giving me an error. Please guide me on this Please email you question to enquiries@digitalmarketplace.service.gov.uk 4. Please could you clarify the expected working arrangements? I infer that the role may need to spend up to 3 days in one week on a client site, but that on average the allocation would be 1 -2 days per week. Is that correct? If so, would the buyer be able to guarantee a minimum number of days contracted for over a fixed period - e.g. 20 or 25 days over 3 months? The working arrangements will need to be flexible owing to the fact that we are in the Alpha phase and workloads can not yet be accurately predicted. We can not guarantee a fixed nuber of days for the same reason, however 20 days over the course of 3 months would be a reasonable assumption. 5. If the specialist is not located within commuting of London, should the day rate include travel expenses to/from London or is there an expense allowance? The specialist will be based in London and therefore any travel expenses into London should be included in the day rate. Travel away from London may be expensed according to the relevant policy. 6. This tender looks the same as WP1105: Transformation Delivery Manager which closed on 8th June. Is this an additional very similar role in the Transformation Support team or is the same role being re-competed? WP1105 was cancelled and all the suppliers that met all the essential criteria were informed by email. This is a reprocurement, however some of the requirements have been modified.
