Portsmouth City Council, ‘the Authority’, is inviting tenders from suitably qualified organisations to deliver an Emotional Health and Well-being Service. Outcomes include: — To commission a lower threshold open access service that supports children and young people and families; — To develop a Peer Support Model and Recovery College for children, young people and families. The Authority is targeting to have awarded the contract with a start date of 1.1.2017. The initial Contract period will be for 2 years with the possibility of extending the term by a further 3 years to a maximum total term of 5 years in increments to be agreed, subject to the agreement and performance of all parties. The contract requirement is for a citywide Emotional Health and Well-being service for children, young people and their families. The service will support children, young people and their families by building resilience, improving emotional well-being and supporting good mental health by providing the following: — Informal support for young people and their families; — A citywide targeted therapeutic counselling service for young people and their families; — To develop opportunities for peer support between young people and families.
