PAN1357 - Community Asset Transfer Support for Community Organisations

Leicester City Council (the Authority) invites Tenders for the provision of community asset transfer support for community organisations. The Authority is currently undertaking a programme called Transforming Neighbourhood Services which is scoped to identify different ways of organising how services are delivered within community buildings in the city of Leicester. The programme includes buildings currently run by the Council’s Neighbourhood Services, Adult Learning and Skills, Customer Services, Housing and Youth Services sections. The aim of the programme is to deliver quality services from fewer Authority run buildings to achieve savings on building running costs and to deliver better solutions for local communities. The programme has recently consulted on community buildings in the North West area of Leicester City. Following an executive decision taken in June 2016, the first two Community Centre buildings will be advertised under the council’s Community Asset Transfer policy: • Home Farm Community Centre • New Parks Community Centre It is anticipated that up to 4 buildings could be advertised in total, depending on the outcome of further decisions later in the year. During the consultation a number of community organisations expressed an interest in taking on buildings. However, many organisations requested independent expert support and advice be made available for community organisations to help them to assess opportunities and to build a business case. The proposed Contract will be for five months with an option to extend for up for three months. It is anticipated to be awarded to a single Supplier.
