Tender description
Oxfordshire Clinical Commissioning Group (OCCG) is seeking expressions of interest in a forthcoming tender for a Musculoskeletal Assessment Treatment and Triage Service (MATT) within Oxfordshire. OCCG's MSK services are currently provided under different contracts with various providers that have been commissioned at different times and have not been designed to work together within an integrated model of care. Several attempts have been made over the last 6 years to improve provision of these services in order to build confidence in an effective, timely and value for money MSK service, but until now the focus of review and change has tended to be on discreet areas of service rather than the whole system. The Vision: OCCG is looking to create a service in which people with musculoskeletal conditions can access high quality, effective and timely advice, assessment, diagnosis, treatment and triage to the right place first time to enable them to fulfil their optimum health potential and remain independent. This will be accomplished through systematically planned services, based on the patient's journey and with integrated multidisciplinary working across the health economy. The Proposal: The proposed model involves eight key areas of change: 1. Self-management where possible; 2. Self- referral to the service; 3. Person centred care approach (care planning, shared decision making and patient centred outcomes); 4. Networking with third sector; 5. Integrated Information Management system with viewing access for appropriate clinicians and patient; 6. Primary and secondary care interface meetings; 7. ‘One stop shop’ Integrating triage and assessment with primary care treatment; 8. Oxfordshire spinal pathways to be aligned with Pathfinder national spinal pathways; Scope of Service: The MSK service will receive referrals for people registered with an Oxfordshire CCG General Practice over 12 months of age. The following functions/referrals will be included: Referral, triage and assessment processes: — Patient choice and appointment booking; — Orthopaedics; — Rheumatology; — Podiatry; — Primary Care Physiotherapy; — Specialist Physiotherapy; — Women's Physiotherapy; — Orthotics; — Diagnostics; — Rehabilitative pain management; — Special requirements for patients with a learning disability; — Special requirements for patients with a mental health condition; — Special requirements for patients with congenital physical disability; — Access for patients entering the health system via the falls prevention service; — Access for patients entering the health system via Minor Injuries and Trauma; Exclusions: — Chronic pain management. The contract is expected to be for 3 years and commence on the 1.4.2017 with an annual contract value of 1 200 000 GBP. The CCG will also be holding a Supplier Briefing Event on Tuesday 9.8.2016, details of which will be provided to all applicants that have registered for this procurement on the In-tend website. Expressions of interest (including completed PQQ responses) must be received by 13:00 on the 22nd August. Please note that this service is a healthcare service within the meaning and scope of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 and as such is governed by these regulations and the ‘light touch’ regime under the UK Public Contract Regulations 2015. The CCG will not be bound by any regulations beyond those which explicitly apply to procurements for such services and any references to processes or procedures (e.g. ‘the restricted procedure’) should not be taken to mean the CCG intends to be held to any beyond those stated above.
