Tender description

The Borough Council of Bolton (‘the Authority’) is prepared to receive tenders for Vulnerable Childrens Services Framework which will be subject to the information, specification and tender package enclosed. This procurement exercise is being run as an open Invitation to Tender (ITT) to award 4 frameworks (these are detailed below as 4 Lots). The Authority will award a single (1) Provider on each Lot. The required Vulnerable Childrens Services Framework has been divided into the following 4 Lots: Lot 1 — Information, Advice and Support Service (IASS) for Special Educational Needs and Disability (SEND); Lot 2 — Domestic Abuse Support for Children and Young People; Lot 3 — Independent Advocacy Service for Looked After Children and Child Protection Children; Lot 4 — Family Group Conferencing and Young Carers Service. The aim of the Service is to ensure that parents and carers of children with SEND, children and young people receive confidential, free, accessible, independent and relevant information, advice and support and are provided with information about how to resolve issues/disagreements. To improve the outcomes for vulnerable children, young people and their families in Bolton by providing a safe, environment for those seeking refuge from domestic violence, which ensures the needs of the most vulnerable children in Bolton are being met. To improve the outcomes for eligible Bolton children and young people by providing a Service which promotes a corporate approach that ensures the needs of the most vulnerable children are being met. The Service will provide children and young people with the support that they need to speak for themselves or will speak on their behalf, the Service's Independent Advocates will also offer information, advice and support. To improve the outcomes for vulnerable children (and their families) in the borough, by providing a corporate approach to ensure that the needs are being met and are being kept safe. The Authority wishes to contract with an organisation that can provide a range of services including: — Family Group Conferencing to operate alongside statutory child protection process to support families to find their own solutions and make sound decisions to resolve family problems; — Young Carers Support (YCS) to provide help and support to young people who are carrying the care burden at home for parents or siblings. The YCS services needs to provide practical and emotional support so that young carers are able to cope, achieve and enjoy their leisure time.
