Why the Work is Being Done In adherence to DWP technology strategy, a strategic data matching service currently delivered by external suppliers is being brought back in house. The new service will support a complex and high profile business process that is regularly under the scrutiny of Ministers. The new IT service will be delivered via a web front end that will be fully integrated with DWP Data Warehouse technologies. The delivery methodology is therefore a blend of Agile and waterfall methodologies. The Service must be production ready by February 2017. Problem to Be Solved Winter Fuel Payments are made annually in the months of November and December but underpinning Winter Fuels Business Processes run throughout the year and are reliant upon data matching activity to identify and correctly pay eligible customers on time. We are moving this work from our existing supplier and must deliver a replacement modernized service quickly to meet business critical dates. Who Are the Users Users of the new service will be internal DWP. Sample user stories are; As a User of the data matching service I need to be able to view, compare and annotate customer records So that the correct amount of Winter Fuel payment is made to the correct customer(s) in each qualifying household. As a User Manager of the data matching service I need to know how many records require processing So that I can assign and manage resources to process WF records effectively. Early Market Engagement Work Already Done Existing Team The Digital Services APP Factory Team within Data and Analytics. This is a newly set up team to modernise data delivery within DWP using API and APP technology. Current Phase Alpha Work Location BP5201, Benton Park View, Newcastle Upon Tyne, NE98 1YX Working Arrangments On-site Monday to Friday in Newcastle. Security Clearance HMG Baseline Personnel Security Standards (BPSS) including Disclosure Scotland Additional T&Cs Skills & Experience Expert JavaScript engineer with at least 3 years experience with advanced knowledge of AngularJS, NodeJS and functional programming Test driving development, continuous integration and deployment. Understanding of MVC and micro services. Security and authentication protocols Understanding of asynchronous programming, JavaScript frameworks e.g. Express, server side templating languages e.g. EJS, CSS pre-processors, code versioning with Git, JS task runners, particularly Webpack. Architecting and automating the build process for production using task runners and scripts. Documenting with JSDoc Creating e2e test suites and running them with Protractor Creating configuration, build and test scripts for CI environments e.g. Gitlab CI Strong analytical and problem solving skills Excellent interpersonal and communication skills Experience of leading technical teams Demonstrable experience and knowledge of the principles of software engineering, programming and data management Ability to source and implement the appropriate tool or technology for a given task Previous extensive private sector experience in software engineering Experience of agile development techniques Ability to communicate technical concepts to a non-technical audience Experience of working effectively with internal and external stakeholders (Weighting 59% spread equally across all the above essential skills) Nice to Haves Advanced knowledge of functional programming (Weighting 1%) No. of Suppliers to Evaluate 5 Proposal Criteria How approach demonstrates ability to integrate quickly into an existing project How the approach demonstrates delivering at pace to meet the timeframes Value for Money Team structure - quick provision of good calibre candidates to meet the need (Weighting 10% spread equally across all the above criteria) Cultural Fit Criteria Work as a team with our organisation and other suppliers Payment Approach Time and materials Assessment Method Written proposal Work history Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers Budget range
