Construction, foundation and surface works for highways, roads

Tender description

Term Service Contract for delivery of highways construction, maintenance and associated works as required by a local highways authority. The contract will be a ‘top-up’ provision to the works delivered by the Councils in-house Highways works service. The term service contract Provider will be required to manage the delivery of works and the required supply chain covering a wider range of technical skills. The full potential scope will be detailed within the contract specification but will include small to large civil and Highways works as delivered by a local Highways authority. A partnering culture between the Provider and the Dorset Highways Service will be a critical element of the delivery of this contract. The contract specification and tender evaluation will have a significant focus on this. The estimated value of the contract will range between 100 000 000 GBP and 500 000 000 GBP. This value range is based on historic spend details and an estimate of the maximum potential grant funding that could be made to the Council. In previous years the value of spend on this type of contract has been between 10 000 000 GBP and 15 000 000 GBP pa. There is also the potential for the Council to receive funds for large construction schemes from Central Government and Dorset Local Enterprise Partnership (DLEP) and this could also be delivered through the contract. The Highways Maintenance Efficiency Programme (HMEP) standard documents will form the basis for the contract and tender, with some minor adjustments to include specific requirements of Dorset County Council.
