Repair and maintenance services of reservoirs

Tender description

Scottish Water (SW) wish to procure reservoir inspection and external supervision capabilities, as well as required technical support, from the consultancy community and the efficient provision of this is the main underlying principle of this proposed framework. This will only be one key deliverable for this framework, along with the importance of effectiveness of use of the framework (i.e. truly working together to timeously achieve joint goals), the quality of resource made available, and capacity of the selected resources to deliver the SW programme. Reservoir Inspection (Section 10). SW is required to inspect around 300 reservoirs, as defined by Section 10 of the Reservoirs Act (1975). In general, unless there are specific circumstances to reduce this, there will be an inspection at least once every 10 years. The outcome of these inspections will be reports containing recommendations on any physical work and/or investigations required, as well as recommendations on improvements or enhancements that SW should make to their current monitoring supervision regime for that particular site. These numbers will be subject to change as the new Reservoirs (Scotland) Act 2011 is brought into force. Reservoir Supervision (Section 12). SW is required to supervise around 300 reservoirs, as defined by Section 12 of the Reservoirs Act (1975). This generally requires 1 or 2 visits per year, with some exceptions, depending on the frequency prescribed or recommended within the report provided by the previous Inspecting Engineer, on the last inspection carried out under Section 10 of the act. SW currently supervises more reservoirs than required under the current act, and these sites are all under supervision for a specific reasons ranging from proximity to dwellings to supply risk. These numbers will be subject to change as the new Reservoirs (Scotland) Act 2011 is brought into force. Technical Support. SW will require that the frameworks allow for effective and efficient support that will be needed to develop the technical aspects of general management of our reservoir stock, as well as more specific technical support around issues that arise. This will include, but may not be limited to: — QCE Support on Projects. — Ad-hoc commissions / tasks; outwith projects requiring QCE support SW may also wish to engage the consultants in specific tasks such as developing onsite plans, flood studies, training etc. — Emergency response; in the event of emergency SW has to have a mechanism to engage with the ARPE community, which keeps both parties protected. — Innovation; SW expect that the consultancy community will be at the head of this industry, and be aware of technical advances. The frameworks should promote behaviours which encourage innovation to be brought forward, so that SW can develop test these along with the consultancy partners.
