Tender description

This OJEU is being conducted under Negotiated Procedure with Prior call for competition under the Utilities Contract Regulations 2016. Rail for London (RfL) requires a contract to be put in place for the construction of the Barking Riverside Rail Extension and new terminus station. The Contract will be for the construction of an elevated extension to an existing railway line and a new terminus station at Barking Riverside, including modification of existing Network Rail operational railway infrastructure. The proposed Barking Riverside development site is located in the London Borough of Barking and Dagenham. The Masterplan proposal from the Developer (Barking Riverside Limited, in conjunction with the Greater London Authority) for this area aims to provide 10 800 homes, a new school, commercial and community use properties and a new transport link to the area in order to facilitate these new amenities. The extension of the London Overground services from Barking to Barking Riverside will run along the existing London/Tilbury/Southend Railway line over a stretch of approximately 3km. The proposed new railway extension from Renwick Road overbridge to the new terminus station is approximately 1.5 km. The works entail the construction of an embankment ramp up to a new concrete viaduct supporting a 2-track railway extension of approximately 1.5 km and a new terminus station at the heart of the new residential development at Barking Riverside. The works include the modification of the existing railway lines from Barking station and all disciplines including new civil construction, track-work, signalling, overhead line electrification, power supplies, telecommunications, station buildings and other ancillary works. A completed and approved design for the works will be provided by RfL to economic operators selected to be invited to tender (and those parties will be provided with design details as they develop between PQQ down selection and their Invitation to tender). The appointed contractor will be responsible for all temporary works design and any sub-contract detail drawings required. Certain preparatory works will be contracted separately, these currently being: — The demolition of redundant buildings on the proposed site; — The preparation to formation level of the site within the housing development on the line of the railway construction therein; — The demolition of a disused ramp at Renwick Road; and — The erection of hoardings for the length of the site of the new construction.
