Tender description

The Contract is for the contractor to develop with the Council a high performing comprehensive highways service. The Contract encompasses highway maintenance, design, construction, transport planning consultancy with other services including but not limited to vehicle and grounds maintenance. On 26.6.2006 the Council entered into a Contract with Atkins Ltd (Atkins) to provide the above works following a tender process commenced by Contract Notice 2005/S 84-081346 dated 29.4.2005. The Contract is for a contract period of a maximum of 10 years with break points at 5 and 7 years, with an indicative value of approximately 20 000 000 GBP per annum with a nominal individual scheme limit of 500 000 GBP. On 16.8.2013 the Council assigned the Contract from Atkins to Skanska, whilst ensuring that legal liability for the performance of the Contract remains with Atkins. Following the issue of VEAT Notice 2015/S 185-335386 dated 24.9.2015 the Council extended the Contract for a period of 7 months from 4.9.2016 to 31.3.2017. This extension was required in order to allow sufficient time to conduct a competitive dialogue process to procure a new contract, following a lengthy commissioning cycle and change from an intended restricted procurement process. It is the Council's intention to further extend the current Contract with Skanska for a period of three months from 1.4.2017 to 30.6.2017.
