Framework Agreement - Service Provider in Community Led Local Development

Tender description

The Establishment of a Single Party Framework Agreement for a Service Provider with Expertise in Community Led Local Development (CLLD) ToDevelop 7 Regional Local Development Strategies for Fisheries Local Action Groups - FLAGs& Update Programme Administrative Infrastructure. With the conclusion of the European Fisheries Fund (EFF) and the dissolution of the six Fisheries Local Action Groups (FLAGs) established under Axis 4 of that programme the European Maritime and Fisheries Fund (EMFF) requires that the FLAG groups be re-established and new strategies developed for each. As the criteria determining the geographical extent of FLAGs have been revised it is envisaged that seven FLAGs will be established under the new EMFF Community Led Local Development (CLLD) Programme. Each of these FLAGs will require a new strategy to be developed and while the FLAG strategies developed under the EFF retain some relevance having been only completed in 2012/2013 there is a necessity for an increased focus on job creation and business development. There is also a need to incorporate SMART targets and appropriate monitoring and reporting processes. In addition Local Development Strategies (LDSs) currently being drawn up by Local Action Groups around the country in order to deliver the Rural Development Programme will also have some relevance to the development of those for FLAGs under the EMFF 2016- 2022. In addition, due to the new monitoring and reporting arrangements required by the EMFF, there is an identified need to revise the administrative infrastructure supporting the implementation of the FLAG programme. The services required will fall under the governance of a framework agreement. The duration of this framework agreement will be for up to a maximum of one year subject to satisfactory review of performance and to budgetary constraints
