Expressions of Interest Advert - Outcome Based Contract for Mental Health Services in the London Borough of Richmond Upon Thames Borough 2017

Richmond CCG and London Borough of Richmond upon Thames (LBRuT) would like to invite Expressions of Interest from all suitably qualified and experienced providers to deliver an Outcome Based Contract for Mental Health Services in Richmond Borough commencing April 2017. Adult Mental Health and Social Care services (MH) are currently provided through a range of contracts by a number of providers. Richmond CCG and Council wish to support the transformation of adult Mental Health and Social Care services through the letting of a single host Outcomes Based Commissioning Contract (OBC). The new (OBC) contract will follow a new commissioning and payment approach which has been developed to promote and improve service delivery outcomes for our patients. The aims of this new approach are described more fully below. This approach has been designed to support a more integrated and innovative approach to the delivery of adult Mental Health and Social Care services. Health and Social Care services are both intrinsic in supporting people with mental health needs to live well and support recovery. As such the CCG and Richmond Council (together the 'Commissioners') will act as co-commissioners in developing the OBC approach for MH. As described above, the Commissioners wish to develop a single outcomes based contract focused on the delivery of agreed patient focused outcomes. As such, outcome-focused services aim to achieve the aspirations, goals and priorities of service users and carers in Richmond The aims of the outcomes based approach for MH are to enable; • Service Innovation – A new model of care designed by clinicians, providers, users and carers, and other key stakeholders which drives integration across our health and social care system to deliver quality outcomes for service users and carers alike that are important to them • Contractual Innovation – The commissioning of a single contract with one accountable provider organisation which will be responsible clinically and financially for MH services used by those who live in - or are registered with a GP in - Richmond. This may be an Alliance/ Prime Contractor/ Accountable Lead Provider or Integrator arrangement. • Improved Value for Money – Better outcomes and improved quality delivered by a contract that incentivises a shift of resources to where they are needed most, complete with a shift in our local culture so that providers and Commissioners work more effectively to a common aim. • Capitated and Population based contract - move away from current contracts based on payments for activity by individual providers to a capitated budget for the delivery of outcomes to an identified population. Appropriate funding will be identified per head of the population to deliver the outcomes The Commissioners are following a managed commissioning process to identify the Provider or Providers which are most capable of meeting the Commissioners' requirements. This process is referred to as a Most Capable Provider (MCP) process. The MCP commenced in November 2015 the Commissioners then published its intentions and invited interested organisations to a 'market event'. This invitation to express interest in the next stage in that process. Full details of the MCP process are set out in a Memorandum of Information that accompanies this expression of interest invite. The formal MCP assessment will take place between July and December 2016 and is deliberately designed to assess and promote a collaborative and integrated approach by Providers. Providers will be evaluated against criteria developed jointly by the Commissioners to assess Providers' capability to jointly implement an outcome based approach to MH. The Commissioners will require Providers to be responsible for the entire patient journey. Providers will be required make the appropriate structural and transformational changes to the current models of care in order to achieve the level of integration required to deliver the Outcomes Framework that will form a key part of the OBC contract. The intention is to enable innovation and to not restrict the Providers’ Model of Care: however, there are key principles that the Commissioners would expect to see featured: • Prevention of mental illness and promotion of mental health • Early intervention • Crisis Care Pathway • Flexible Access to secondary services to promote and support recovery (24-7) • Tackling stigma • Strengthening transitions for young adults • Personalisation and Choice for service users • Innovation The Commissioners are aiming to complete the development of the new Model of Care and pathways by December 2016 in preparation for the OBC contract to be awarded in February 2017. It is envisaged the new contract will commence in April 2017 with a maximum transition and benefits realisation period of two years for the OBC contract to be fully implemented. We would like to encourage expressions of interest from all potential Providers, large, medium and small who would like to participate in development of this new innovative approach to delivering high quality MH care in Richmond.
