Tender description

The purpose of this tender is to put in place a framework agreement for the identification of suppliers of published content resources that meet the needs of health and social care staff across England and Wales and Northern Ireland for practice, education and research. Such content resources will include (but may not be limited to) print and electronic journals and books, bibliographic and full text content databases, Point of Care (PoC) and Evidence Resource Summaries products. Health and social care related content resource suppliers, including subscription agents, publishers, booksellers and aggregators, are encouraged to apply. Providers awarded to this lot will supply content resources under the terms of a ‘Health and Social Care Content Licence’. The Licence will include pre-agreed and non-negotiable terms including: licensing and usage; service availability levels; service breach penalties; monitoring and reporting requirements; technical standards; SLAs and KPIs. This lot might be used for content resource purchases deemed high risk or those that require strong contractual (service and provider) management e.g. national agreements, large consortium, high value purchases. Providers awarded to this lot will supply content resources under the terms of the Framework and a Providers' License or Agreement. The providers licence/agreement will set out the individual provider's pre-agreed usage and licensing terms as well as SLAs/KPIs and other requirements set by the provider. When purchasing content resources e.g. electronic journals from a subscriptions agent the individual publisher licence(s) would form an annex to this agreement. This lot might be used for the purchase of content resource purchases not classed as high risk, do not require strong contract management or where the contract value is expected to be low.
