Summary of the work Develop user stories for an in-sourcing project to deliver Winter Fuels payments for DWP Agents. Also working in conjunction with Data Science to develop user requirements for a range of products being progressed from Discovery through to Beta. Specialist role Business analyst Expected Contract Length 4 months with option to extend Latest start date 8/8/2016 Who Speclialist Work With The Digital Services APP Factory Team within Data and Analytics. This is a newly set up team to modernise data delivery within DWP using API and APP technology. What Specialists Work On User stories and Business Analysis for a range of projects: 1. Develop user stories for an in-sourcing project to deliver Winter Fuels payments for DWP Agents.We are looking for a skilled Business Analyst to work with the key stakeholders and document the requirement using Agile user story techniques. The project is working to significant and challenging deadlines. The alpha phase will complete in July and a 3 month beta phase has been agreed for this work 2. Working in conjunction with Data Science to develop user requirements for a range of products being progressed from Discovery through to Beta. Skills & Experience • At least 3 years experience as a Business Analyst, with at least 1 year in an Agile delivery setting • Be an expert in the field of Technical Business Analysis, being able to provide specialist advice to all. • Understands the roles and responsibilities of a Business Analyst in supporting delivery of requirements from both a technical and business perspective. • Understanding of Project Lifecycle, Project Definition, scoping principles, the roles of different stakeholders in this environment and the importance of the BA role at each stage • Excellent knowledge and experience in analysis of modern digital technologies and technical architectures, including open source and open standards. Experience of Digital delivery using both Agile Project Management methodologies • Can elicit requirements using a range of elicitation techniques including stakeholder interviews, workshops, use cases and document analysis in order to understand current processes and gather new requirements. • Ability to apply business analysis techniques for problem solving, modelling and design for example Object Oriented Analysis and Design Use Case Models, Unified Modelling Language • Identify both functional and non-functional requirements, elicit, document and prioritize high level and detailed requirements and user stories. • Produce quality user stories as part of Agile toolkit including estimation, sizing stories and breaking stories down for sprint planning • Facilitate requirements definition/gathering workshops. • Resolve complex requirements conflicts through stakeholder engagement and negotiation, presenting recommendations to senior stakeholders and governance forums. • Capable of effectively engaging with a wide range of digital specialists, suppliers, and stakeholders to define the best approach to service design to achieve business and user objectives. • Strong understanding of industry standard for Security, Data Protections, Accessibility and ability to translate into technical requirements. • Thrive in a fast-moving, changing environment working to tight deadlines in a technical environment. • Understands principles of testing phases in different project environments and the link to requirements documentation including production and execution of test scripts • •Advise on implementation techniques, take ownership of issues including making recommendations and presenting alternative options when issues arise.
