Tender description

Essex County Council (ECC) and West Essex CCG are seeking lead providers to deliver an Integrated Pre-Birth to 19 Health, Wellbeing and Family Support service (PB19). The service is designed to support better outcomes in child development, school readiness, parenting aspirations and skills and child and family health for the period from conception to age 19 (or 25 in the case of people with special educational needs or a disability). This service is being procured as four Quadrant Lots (Mid, North East, West and South) with no limit on the number of Lots a provider can bid for. The PB19 model incorporates the services under ECC's current Children's Centres contracts and Healthy Child Programme contracts and West Essex CCG's Community Health contracts in the West Quadrant. The PB19 Specification applies to all Quadrants with any Quadrant specific information also provided. Further information also provided in section VI.3. A successful bidder may be awarded less Quadrants than it has bid where the evaluation criteria determines that would be the most economically advantageous solution for commissioners. Bidders will therefore be required to confirm that where it submits a multiple Quadrant bid, such bid is submitted on the basis that each Quadrant may be awarded separately — therefore each Quadrant within its bid must be capable of delivery without reliance on another Quadrant. Where a bidder is awarded more than one Quadrant, the relevant combined price which has been bid will apply not the individual Quadrant price. ECC will award 1 — 4 contracts depending on the outcome of the evaluation process — providers who are successful for more than one Quadrant will be awarded one contract for all such Quadrants including where the West Quadrant is part of such award. Evaluation of the highest scoring combination of Quadrants means that the highest individual quality score or lowest price for any individual Quadrant may not be awarded the contract. If tied scores occur on a Quadrant or multi-Quadrant basis, then the lowest price between the tied scores will be taken forward and if that does not resolve the tie, the higher quality score will be taken forward.
