Tender description

DFID wishes to seek the services of a supplier to design and build the Mugu-Humla link road in Nepal. The DFID-funded Rural Access Programme Phase 3 (RAP3) builds and maintains important rural (district) roads in western Nepal and DFID has approved funding for the proposed Mugu-Humla link road to be implemented through RAP3. The road will connect Humla, the last unconnected district in Nepal, to neighbouring Mugu which is already connected to a strategic road. It is intended to undertake the proposed link road via a single design-build contract, commencing in late 2016. The objectives of the project are to: (a) carry out the detailed engineering design and construct approximately 65 km of engineered fair-weather earth road in accordance with Nepal Rural Road Standards, including all associated stabilization and drainage works, and (b) the design and construction of one major bridge and one small bridge in accordance with the Nepal Standard Specifications for Road and Bridge Works and associated river training works. The final recipient of the bridge and road works will be Government of Nepal's Ministry of Federal Affairs and Local Development, and the Department of Local Infrastructure Development and Agricultural Roads. The total budget for the project will be up to 12 000 000 GBP inclusive of all costs for design, supervision and delivery of the 65 km road and two bridges. The contract will be awarded for fifty five months- up to 6 months for design phase, a 1 month long check point, and up to four years for implementation (construction) phase. However, weather, poor programme scheduling, severe climatic events and natural disasters can impact on the overall project duration. The Supplier is expected to include such items in their risk assessments and to demonstrate, as far as practicable, suitable mitigation strategies. DFID may, in agreement with the Supplier, extend the contract for up to 16 months beyond the end date. This will be subject to agreement through a contract amendment between DFID and the Supplier, and subject to good performance by the Supplier over the course of managing the contract. Any extension will be based on a needs assessment by DFID and based on satisfactory performance by the Supplier.
