Tender description

The Contracting Authority is seeking to establish a multi-party framework agreement for assigned certifier and employer's representative for projects of an estimated construction value of 1 000 000 EUR to 20 000 000 EUR (excl. VAT) with the initial contract for Dolphin House Regeneration Project. Lot 1: The Role of the Assigned Certifier. The Operator will be appointed as Assigned Certifier by the Employer as required under the Building Control Amendment Regulations 2013. The Operator will fulfil the role of the Assigned Certifier in accordance with the Building Control (Amendment) Regulations 2013-2014 and the Code of Practice for Inspecting and Certifying Buildings and Works, BC(A)R 2014. The assigned certifier must also prepare a submission at commencement notice stage demonstrating design compliance with the Building Regulations. The role of the Assigned Certifier does not include responsibility for the supervision of any builder. The assigned certifier must also prepare a submission at commencement notice stage demonstrating design compliance with the Building Regulations. The role of the Assigned Certifier does not include responsibility for the supervision of any builder. The framework agreement will be established with eight (8) economic operators, subject to the receipt of a sufficient number of valid tenders. Initial Contract: The framework agreement will be established on foot of an initial contract for the Dolphin House Regeneration Project Phase 1 which comprises the provision of 100 housing units to include: — Refurbishment of 3 existing blocks to provide 63 units including internal amalgamation, partial demolition of elements and the provision of external insulation; — Associated site works, including but not restricted to site preparation, foundations and ground slabs, site services and connections to utility services, boundary treatments, hard and soft landscaping; — Erection of 37 new housing units on-site; — Associated external and internal finishes and completions. Housing units and associated works are to be completed in compliance with the requirements of the various utility providers i.e. Water, Gas, Electricity, Telecoms, Drainage (both foul and surface water), etc. The units are to be fully in compliance with current Irish Building Regulations and all relevant statutory codes and requirements. The requirements of the Building Control (Amendment) Regulations 2013-2014 apply. Estimated contract value c. 20 000 000 EUR. The Contracting Authority is seeking to establish a multi-party framework agreement for assigned certifier and employer's representative for projects of an estimated construction value of 1 000 000 EUR to 20 000 000 EUR (excl. VAT) with the initial contract for Dolphin House Regeneration Project. Lot 2: Employer's Representative Role: The Operator will be appointed by the Employer as the Employer's Representative as required under the Capital Works Management Framework to administer the Works Contracts, PW CF-1 Public Works Contract for Buildings designed by the Employer, PW CF -2 Public Works Contract for Buildings designed by the Contractor, PW-CF 5 Public Works Contract for Minor Buildings Works Designed by the Employer and PW CF-11 Term Maintenance and Refurbishment Contract as described in the Construction Work Management Framework (http://constructionprocurement.gov.ie/). The Employer's Representative will fulfil the role as set out under the Construction Works Management Framework and undertake to manage the administration of the Building Contract on the Employer's behalf and to certify completion of the building or works on-site. The framework agreement will be established with eight (8) economic operators, subject to the receipt of a sufficient number of valid tenders.
