Summary of the work We require a supplier with excellent Web UX and Umbraco skills to assist in designing and implementing an Umbraco based public web site to replace www.tauntondeane.gov.uk. The scope of work covers: Technical architecture of Umbraco installation, overall site design & structure, development, training, knowledge transfer and support of local team. Expected Contract Length 12 months Latest start date 01/08/2016 Budget Range Budget Range = £50 - £80k Why the Work is Being Done As part of the organisation’s transformation programme, Taunton Deane Borough Council (TDBC) are seeking to implement new ways of delivering services digitally. As part of that we are redeveloping our website, which will involve replacing the current SAP based content management system and hosting platform. The SAP platform will be decommissioned by Mar 2017. Problem to Be Solved We are replacing the current www.tauntondeane.gov.uk site. It will be our ‘front-of-house’ gateway to all information and services we publish, and as such it is critical to ensure that the website is modern, well designed and welcoming to all users. The site will be built using the Umbraco CMS platform, and we require assistance to design and implement a modern website that incorporates the latest design and UX ideas, and is extensible to accommodate our future transformation requirements. Who Are the Users Users expect a modern, responsive web site that is easy and intuitive to use, with access to comprehensive council information and services. It should be secure and trusted and be easy to find relevant content and services Existing Team The existing team comprises: Digital Services Business Manager - responsible to the business for implementing and developing the new digital platforms - non-technical role. ICT & Information Manager - responsible to the business for ICT and Information Management - technical management role. Digital Services Technical Manager - project manager responsible for technical delivery of digital services platforms. Technical Architect - responsible for ICT technical architecture Digital Services Development Specialist - technical development / configuration specialist. Current Phase Not started Skills & Experience • have strong web UX design skills • have in depth Umbraco skills and knowledge • have experience working with public sector organisations • be able to provide knowledge transfer to local team • understand and recommend Umbraco training packages • be able to recommend appropriate technical architecture and information architecture for Umbraco deployment in our context • offer Umbraco development skills to assist local team • Understand security and compliance regulations applying to project • Present company experience including information on similar projects undertaken over the last two years Nice to Haves • have experience working with smaller local authorities • deliver Umbraco training • offer on going Umbraco support services • Experience of WEB design in supporting a transformation program Work Location The Deane House, Belvedere Road, Taunton, Somerset TA1 1HE Working Arrangments We would expect the supplier to have an on-site presence for at least 3 days / week, but remote working arrangements will also be available. The supplier will work closely with the technical project manager, but will be expected to project manage their own elements of the overall project - likely to include activities related to the design and UX of the site, as well as specific technical deliverables. You suggest "We would expect the supplier to have an on-site presence for at least 3 days / week, but remote working arrangements will also be available". Can you please advise if the successful provider can work from their offices with regular teleconferencing? We will accept proposals based on more limited on-site presence – the proposed approach and methodology will be review carefully to reassure us that a limited on site presence can deliver what is required. However, a proposal based on zero on-site presence is unlikely to be scored highly 2. Can you please confirm weather there are any complex integrations required with your line of business applications? The current web site does include integrations to back office systems and these will be replicated in the new site. They are all based on web service calls via a gateway server. The existing technical team have the necessary skills to manage and support these integrations. 3. Having applied via the Digital Marketplace, at what point will you require our written proposal and how will we get this to you? As I understand the process we will be able to view applicant details after the closing date. At that point we will shortlist against the criteria and then progress to the proposal stage 4. Has there been any work undertaken so far with regards to the project? Are there any additional documents/resources/... that can be shared Work is underway regarding our Transformation and Customer Access Strategy and ICT Strategy, all are close to finalising but not yet available for publishing. The selection of the Umbraco is a product of this work, but the project itself has not yet formally started.
