Tender description

Flintshire Council (‘the Council’) intends to commence procurement (s) during August 2016 for a contract to appoint Provider (s) for the Operation and Management of Closed Landfill Sites. The Council is working towards a contract award date during December 2016, aiming towards a contract start during the early Spring 2017. This PIN is to advertise that the Council will be conducting a consultation on the prospective contract during July 2016. The contract concerns the future management and operation of 2 closed landfill sites. Both landfill sites are still active and have leachate and gas extraction infrastructure. The gas from each site is used to produce electricity through gas utilisation plants situated at each site, both of which have a connection to the grid. The Council also operates a Sequencing Batch Reactor (SBR) leachate treatment plant which treats leachate from both sites by biological treatment and discharges, with consent, to foul sewer. It is an objective of the consultation to determine the most appropriate procurement route. Should a contract be awarded under the Public Contract Regulations 2015, the Council is considering the use of the open process, however the Council is also open to the use of existing contracts and frameworks (if available). However, should the services prove to be more suitable to the grant of a concession contract, then this will be procured in accordance with the Concession Contracts Regulations 2016. Under the terms of this contract the successful supplier (s) will be required to deliver community benefits in support of the authority's economic and social objectives. These benefits will be delivered in accordance with the measures described in the Value Wales Community Benefit Tool-kit. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. Further details are available within the market consultation documents.
