Tender description
DFID aims to ensure a stable and prosperous Nepal. Nepal needs both more and better infrastructure and more and better economic policies in order to achieve higher levels of economic growth. DFID has been supporting these areas through the soon to conclude Centre for Inclusive Growth programme and the concluded Nepal Investment Climate Reform Programme through IFC. DFID wishes to appoint a supplier(s) to implement 3 components of the recently approved programme; Accelerating Investment and Infrastructure in Nepal (AIIN). 3 lots have been identified within this requirement. Lot 1 of the requirement is Accelerating Private and Public Infrastructure Investment, where suppliers must demonstrate innovative approaches to delivering 2 complementary but separate elements of work: private investment and public investment that increases the volume of productive and economic growth-enhancing infrastructure. Lot 2 is an Economic Policy Incubator for Nepal, where suppliers must demonstrate flexibility in approaches, instruments and entry points, strong partnership with local stakeholders including multi-laterals and the ability to evolve a work-plan and build it gradually, scaling interventions up or down subject to implementation experience. Lot 3 is a Financial Sector Stability Component where suppliers must demonstrate strong competence on strengthening effective financial sector regulation, and building and sustaining partnership with local stakeholders including multi-laterals. For all Lots suppliers must demonstrate how their intervention takes a facilitative approach that maximizes local ownership and builds institutional capacity and how it will maximise the development impact of DFID's Programme. The contract(s) will be issued for 5 years, with a 3 month inception phase, and full implementation will be subject to DFID's approval of inception deliverables, including forward work plans for the remainder of the contract. There will be a break point at the end of each component's inception and at the end of year 3 where DFID reserves the right to stop, scale up or re-contract any part of the AIIN Programme. This is a Negotiated Procedure with call to competition as the nature of the services cannot be established with sufficient precision to permit the award of the contract using the Open or Restricted procedure. After evaluation of the submitted pre-qualification questionnaires, a minimum of 3 and maximum of 5 suppliers per lot will then be Invited to Tender. Bidders can complete the PQQ response for all lots, and subsequently be invited to tender for all lots. DFID will award up to 3 contracts for the overall requirement.
