Tender description

Independent Data Verification and Strengthening of Routine Monitoring Data and Information Management Systems for Rural Water and Sanitation Sub-sector in Tanzania. This is a Prior Information Notice (PIN): Publication and Call for Competition will be conducted once Scope of Work Is Fully Defined and Approved. The government of Tanzania is implementing a 20 year (2006-2025) Water Sector Development Programme (WSDP), which encompasses rural and urban water supply and sanitation, water resources management and strengthening of sector institutions and systems. While overall progress in terms of achievements is impressive, lack of robust routine data and information management systems to inform planning and budgeting remain a significant challenge. A large amount of data is being collected but quality remains a major issue and is hardly used for operational planning or budgeting. The innovative GPS-based Water Point Mapping System (WPMS) has been developed to provide status of rural water infrastructures in the country. However, the quality of baseline data is still in its infancy and setting up a cost-effective updating mechanism remain a significant challenge. The Ministry of Water (MoW) and Ministry responsible for local governments (PMORALG) are currently establishing an updated baseline data for rural water subsector-building on existing WPMS, including setting up of simple processes and mechanisms to allow continuous updating of data, development of data management protocol and establishment of dedicated central data management team to supervise the ongoing management and maintenance of the national data inventory. This exercise is set to be completed in August 2015. In addition, a web based National Sanitation Management Information System (NSMIS) has been developed by MoHSW, and will be rolled out for starting in FY 2016/17. The Government of Tanzania (GoT) and Development Partners (DPs) have agreed to conduct annual independent verification of subsector routine monitoring data, along with capacity building to key sector institutions to support continuous monitoring and updating mechanism for both WPMS and NSMIS-to inform operational planning and budgeting. In addition, the existence of robust data and information management system is expected to support the implementation of the Payment by Results (PbR) scheme in the Tanzania rural water supply subsector in the near future. On behalf of Government of Tanzania and development partners supporting WSDP, DFID Tanzania wishes to invite interested Service Providers (SP) to undertake the assignment ‘Independent Data Verification and Strengthening of Routine Monitoring Data and Information Management Systems for Rural Water and Sanitation Sub-sector in Tanzania. We are now conducting a ‘market test’ for the potential Service Provider (SP). The aim is to explore what is feasible and what is appropriate. We are also looking for suggestions and innovation that would add value to data verification process and capacity building process to strengthen Routine Monitoring Data and Information Management Systems. Additional Information on the 1st September we intend to have an early market engagement event to allow an information exchange with suppliers to obtain more information on the tender or to clarify certain aspects of the requirement. Details of the session are still to be confirmed and will be published as soon as possible.
